- RFI PORTABLE AIRFIELD LIGHTING SYSTEMS. The Global Air Traffic Operations/Mobility, Command and Control Systems Directorate (GATO MC2) at Hanscom AFB, MA is requesting information from industry for Portable Airfield Lighting System (PALS) Navigation Aids to meet Foreign Military Sales and potential U.S. military requirements. This is a Request For Information (RFI) only, and is not a request for proposal, or solicitation, or an indication that the government will contract for these systems. The government will not pay for information received in response to this RFI, and is in no way obligated by the information received. This RFI is to obtain product descriptions, pricing, and availability data (i.e., lead time) for procurement of up to seven PALS, with potential for additional PALS on an indefinite delivery / indefinite quantity basis. The PALS must be a mature design with extensive proven field usage. The requirements for PALS include compliance with: Pr NO-06-A025 - Military Airfields / Navigation Portable Lighting; STANAG 3534 - Airfield Portable Lighting; and ICAO - Annex 14. The PALS must include: runway edge lights for 2,500 meter runways; threshold lights; approach lights; and portable precision approach path indicator (PAPI). The PALS must have the following features and capabilities: user-friendly light intensity regulation; compatible with night vision goggles; maximum installation time of 20 minutes; include all necessary electronics, cabling, and interconnects; be easily and rapidly transportable using compact trailers or equivalent; easily maintainable in field environments; remote control panel; minimum eight hours continuous operation without battery re-charging; battery charging station; diesel generator(s) to power/recharge the ALS; suitable for operation and storage in harsh environments; user friendly distance measuring features to facilitate rapid set-up; two year commercial warranty; commercial service agreements to repair items not covered by warranty; minimum 20 year contractor supportability and repair capabilities; and operator and maintenance manuals in English, with a goal of manuals published in Polish. Shipping and training are also required. Interested parties should provide product information, availability data, and pricing estimates for lot sizes of 1, 5, and 10 PALS. The information is requested no later than 10 business days from the date of this notice. All respondents should indicate if they are a large business, small business, small disadvantaged business, 8(a) concern or women-owned small business. Respondents should appropriately indicate and mark all data which is proprietary and/or exclusive to the company. All correspondence relating to this matter should be directed to ESC/GAK.
