Description
The Intercontinental Ballistic Missile (ICBM) System Program Office (SPO), Hill AFB UT, has awarded the Environmental Control System (ECS) Replacement Program to the ICBM Prime Integration Contractor (IPIC), TRW Systems. This announcement is to notify potential bidders of TRW System's strategy to conduct a two-phase full and open competition for a subcontractor to design, test and manufacture replacement ECS systems for 506 Minuteman (MM) Launch Facilities (LFs) and 54 MM Missile Alert Facilities (MAFs) plus spares for this program. TRW Systems will perform as the system integrator, and maintains total responsibility for all aspects of the ECS Replacement Program. Selection of the subcontractor(s) shall be based on a best-value approach. The ECS Replacement Program development will be conducted in two phases, System Development and Demonstration (SDD) Phase I, which will consist of a series of system trade studies to refine new system requirements and design, and SDD Phase II, during which time the new ECS will be designed, built and tested in an operationally configured environment. Phase I will include two competitively selected HVAC subcontractors to participate with the ECS Prime Team in a design definition study. Phase II development and production will include a single HVAC subcontractor downselected during Phase I.
