Description
PRE-SOLICITATION NOTICE TO NOTIFY CONTRACTORS OF A FORTHCOMING SOLICITATION INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) AT THE NAVAL AIR WEAPONS STATION, CHINA LAKE, CA. THIS SOLICITATION IS LIMITED TO 8(A) FIRMS CERTIFIED BY THE SBA FRESNO, SANTA ANA AND LOS ANGELES DISTRICT OFFICES. ALL OTHER FIRMS ARE DEEMED INELIGIBLE FOR AWARD, NOTE 4 APPLIES. This is the Pre-Solicitation Notice for an Indefinite Quantity Multiple Award Construction Contract (MACC). Contractors will be required to furnish all labor, materials, equipment and supervision primarily for maintenance construction, roofing, demolition, routine renovation and repair of facilities and infrastructure including: 1) aviation and aircraft facilities; 2) personnel housing facilities; 3) administrative facilities; 4) warehouses and supply facilities; 5) medical and dental facilities; 6) abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint and PCBs); and 7) the civil, sanitary, stormwater, mechanical and electrical systems for the Area of Responsibility (AOR) of EFDSW Field Office China Lake. The contracts awarded under the solicitation are intended to provide a timely response to cover a broad range of maintenance, repair and construction services of real property (i.e., carpentry, asphalt and concrete paving, roofing, excavation, interior renovation, electrical, plumbing, painting, demolition, masonry, and HVAC) throughout the Naval Air Weapons Station. Source selection procedures in accordance with DFAR Part 215.305 shall be utilized for basic awards. The Source Selection will be performed in two phases. First phase will be past performance and management with the second phase on technical and seed project factors. Significant evaluation criteria for the basic contract in descending order of importance are: (A) Past Performance, to include company experience, recommendations of past customers, Corp of Engineers Construction Contractor Appraisal Support System report history and company?s DOD experience. (B) Capability to perform this work shall include: in house skills/craft, financial capacity to perform, subcontractor management capability and bonding of key management and support staff and demonstration of a quality control plan. (C) Contractor?s ability to accurately estimate construction project costs by providing pricing for a seed project. There will be one seed project for evaluation of offers. (D) Past performance(A) and Technical capabilities(B) are equal and when combined are equal to Price(C) All work must be conducted in compliance with all federal, state and local ordinances. Performance is at the Naval Air Weapons Station, China Lake, California. The NIACS Code is 233310 or 233320. The related small business size standard is 28.5 Million. Resulting contract will include a basic contract period and four option periods. The total of all 5 years will not exceed $60 M. The Task Order cost range is between $100,000.00 and $1,000,000.00. Task Orders will be issued on the basis of Firm-Fixed-Price (FFP). The proposed contract is 100% Set-aside for 8(a) firms certified by the SBA Fresno, Santa Ana and Los Angeles District Office. All other firms are deemed ineligible for award. All potential offerors are reminded, in accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 1998), lack of registration in the CCR database will make an offeror ineligible for award in accordance with FAR 5.102(a) (7) availability of the solicitation will be limited to the electronic medium; solicitation will be available for download via the NAVFAC website at http;//esol.navfac.navy.mil.
