Description
The Virginia Contracting Activity on behalf of the Defense Intelligence Agency (DIA) is seeking qualified sources capable of providing for a high-speed automated telephone notification and hotline system. This programmable system should be able to notify hundreds of personnel of incidents via several different communication devices (telephone, pager, email, etc) per person and also serve as a toll free hotline for personnel to call in order to receive emergency information. This is a sources sought announcement for a system with the following MINIMUM requirements: 1. Alert notification minimum requirements. 1.1. Storage of at least 6 recorded messages and the remote recording of at least one additional message for notification. 1.2. Automated notification of 600 personnel using a minimum of four numbers (work phone, home phone, cellular phone, pager) for each person, each number dialed sequentially until successful contact. 1.3. Automated notification or attempted notification of these 600 personnel within 20 minutes after activation. 1.4. Production of notification reports that can be sent to 1-5 remote locations via fax, e-mails to a local area network (LAN) and LAN printers. 1.5. Remote activation of the notification system, remote update of notification parameters and remote update of stored notification messages. 1.6. Notification reports printed and or faxed within 10 minutes of attempting to contact all designated notification personnel. 1.7. Remote updating of contact information by each individual on contact list via phone, LAN, and the Internet. 2. Automated hotline minimum capabilities. 2.1. Remote recording and storage of 4 one-minute messages. 2.2. Simultaneous answering of incoming 100 phone calls. 2.3. Remote activation of hotline. 3. Security requirements. 3.1. No radio frequency (RF) transmitters attached to the system. If so, ability to disconnect the system?s RF transmitters without affecting requirements stated in paragraphs 2 and 3. 3.2. Ability to disconnect the system?s microphone when not in use. 3.3. Remote maintenance and diagnostic capabilities limited to prevent unauthorized system access, modification or introduction of unauthorized software. Remote maintenance and diagnostic performed from a secure facility over a protected link, (i.e., dial-back or DES modem). Maintenance procedures of the system clearly identified and documented. 3.4. Fulfillment of the non-LAN related requirements stated in paragraphs 2 and 3 without the system?s connection to a network. 4. Remote accessing, remote recording of messages, and remote activation of the system entails doing so from radio frequency-based communication devices (such as cellular phones and Iridium satellite phones) that terminate at telephone land lines and from the Internet via secure server. All interested parties have 10 days from the publication date of this synopsis to submit their qualifications/capabilities. Small Businesses are encouraged to submit their qualifications/capabilities. The Government will not pay for any information submitted in response to this announcement. Any additional amplifying information may be posted on the Internet and URL pointers provided with the response. The information submitted is solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. This sources sought notice is not a request for quotations (RFQ) for competitive quotes. Responses received without the requested information will be considered non-responsive to the synopsis.
