- Description
- The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB)intends to negotiate on a sole source basis with BPS4 Corporation. The contract will cover the maintenance, of hardware and firmware used within the Lighthouse OZ switching system, as well as software support, upgrades and enhancements and training on the system. Negotiation will be conducted using the authority of 41 USC 253 (c)(1) as implemented by FAR 6.302-1 which states: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy the agency requirements, full and open competition need not be provided for." BPS4 is the sole source distributor and the only authorized dealer for these Lighthouse switches and equipment. This contract will provide for telephonic support on a twenty-four (24) hours seven (7) days basis in annual increments with one-year renewal options for 6 years. Due to the critical need for the switching system to provide 99.97% reliability to the IBB mission for global video and audio distribution, delivery of tangibles and intangibles must be made within thirty (30) days of receipt of a purchase instrument. The specific and unique functional requirements for these switches and controlling software necessitate this non-competitive procurement. Oral expression of interest in this proposed procurement will not be accepted. Any questions related to the forthcoming solicitation (RFP) document shall be submitted in writing to the above-stated BBG Contracting Officer. All written expressions of interest shall specifically reference this FedBizOps Notice by its title, number, and date of publication. This CBD Notice is not a RFQ, RFP, or an IFB. See Numbered Note 22.
