Description
The Defense Information Systems Agency (DISA) intends to enter into sole source negotiations with an AT&T company, GRC International, Inc., 1900 Gallows Road, Vienna, VA 22182 for the development of a comprehensive Intrusion Detection and Response capability for application across the Department of Defense (DoD) Digital Enterprise. The capability must address attack sensing, attack characterization, and effects analysis and incident response. This effort requires the establishment of an Integrated Network Security Management Strategy, which focuses on Network Surveillance, Intrusion Detection and Network Defense. GRC has unique experience in the field of architecting, developing, and testing extremely large-scale comprehensive and integrated network and computer attack detection, characterization, reporting and response system. GRC also has experience in developing enterprise-level attack detection profiles for disparate attack detection devices that monitor networks, hosts, traffic, and missions. AT&T's years as an international enterprise-level communications network service provider, along with their experience developing unique, proprietary methodologies, technologies and tools that detect, analyze, and present in a visual manner highly optimized for high-speed and accurate machine-assisted human analysis gives them the unique ability to provide an equivalent solution optimized for DISA's needs that can monitor and analyze the immense amounts of computer traffic and detect the millions of hacker attacks and denial of service attacks launched against DISA's Global Information Grid daily. The Government intends to acquire this service using FAR Part 12 and 13.5. This solicitation is for notification of intent to award a sole source contract and does not constitute a request for proposal (RFP). This notice of intent is NOT a request for competitive quotes. No award will be made on the basis of any responses to this advertisement. No solicitation will be forthcoming. No telephonic responses will be accepted. No additional synopsis will be issued. Interested persons may identify their interest and capability to respond to the Government's requirement by 15 April 2002 or 15 days following the publication of this notice no later than 2:00 PM to Franklin Wheeler, AQN2, (703) 681-0902, Fax (703) 681-0346, or email: wheelerf@ncr.disa.mil.
