Description
The U.S. Dept. of Commerce/NMFS/Office of Constituent Services (F/CS) intends to negotiate on a sole source basis with Dallas Miner to formulate, promote, and manage a series of key recreational constituent educational and outreach symposia and provide operational assistance in coordinating key activities within F/CS and other components of NMFS, as required. Specific tasks include: 1) Provide primary assistance for the conduct of a national symposium, tentatively titled RecFish II. Provide facility site selection criteria, conduct a site evaluation and selection process, and serve as primary liaison with selected facility and outside vendors, as necessary; 2) Provide a budget for the symposium; 3) Develop and implement a promotional campaign to generate attendance from desired constituents and assist in agenda development; 4) Manage the editing and distribution of a symposium findings and recommendations document; 5) Provide support to NMFS in the formulation and management of a national NMFS/State Marine Fisheries Director's meeting to be held in FY03. Serve as liaison with selected facility and outside vendors, as required for event support, assist with program development and collateral materials, as required, and on-site meeting management services; 6) Edit and manage the production and distribution to key constituents of a report on findings and recommendations of the NMFS/State Marine Fisheries Director's meeting; 7) Develop and maintain a current base-line mailing list for F/CS constituents and provide comprehensive constituent service related information to NMFS for posting on appropriate internal and external web-sites; 8) Assist in identifying, arranging for and, as directed, participating in government, NGO, and public meetings and events; 9) Provide a report on the findings of research dealing with barrier to foreign trade affecting U.S. manufacturers of products associated with marine recreational fishing. Other contractors that have the ability to provide these same services are invited to submit information as to their capabilities and any other pertinent data to the address above, to be received no later than fifteen days from the date of this notice.
