Description
The US Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting proposals to provide a means of expanding entertainment and recreational opportunities for its Job Corps students, which will impact positively the use of videocassettes of motion pictures on Job Corps centers, provide coverage for approximately 36,000 students, and assure compliance with existing laws. Proposals should provide a means to establish an agreement for the Department of Labor's Job Corps program to be permitted to "Publicly Perform" as that term is used in sections 101 and 106 of Title 17, United States Code, copyrighted Motion Picture, which are pre-recorded on video cassettes and video discs which are otherwise by law for home use only on Job Corps center nationwide. Presently, there are 118 Job Corps centers. Most Job Corps students live on center seven (7) days a week, 24 hours a day. It is essential that recreational and entertainment opportunities be provided for them. In order to expand existing programs, Job Corps is responding to a need to secure a license to permit performance of videocassettes and video discs on Job Corps centers under the provision of a national contract during the 1-year period. The period of performance for this prospective award will be twelve (12) months from the date of the contract execution, plus four 1-year options to extend at the government's discretion. Requests for Proposals will be available on the FedBizOpps site at http://www.fedbizopps.gov, approximately 15 days from the date of publication. Request for Proposals in hard copy form will also be available upon written request, only on a first come, first served basis, until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation document. Closing date for receipt of proposals will be May 3, 2002 at 2 p.m. local time. Requests for proposals must cite RFP-DCS-02-16 and must include two self addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collected calls will be accepted. It is the sole responsibility of the offeror to continually view the websites for any amendments made to this solicitation.
