Description
Air Force Research Laboratory, Sensors Directorate, Radio Frequency Technology Division, Reference Sensors & Receiver Applications Branch (AFRL/SNRP) solicits research proposals for the Synergistic Integrated Receiver Techniques for Interference Adaptation and Suppression (SIRIAS) Program. AFRL/SNRP intends to develop and evaluate multiple synergistic Electronic Protection (EP) techniques for future M-code GPS receivers. These techniques will provide benefits to the receiver while it uses M-code, P(Y)-code, or associated acquisition signals. The work will include engineering analysis, development of a Global Positioning System (GPS) brassboard receiver/antenna-electronics unit incorporating real-time electronic protection from changing hostile aerospace environments, and experiments to evaluate promising EP techniques. This is a two-phase program, with multiple awards expected. All offerors will propose separately priced Phase-I and Phase-II proposals, in each of which are cleanly severable and priced tasks which will be detailed. The government reserves the right to purchase all, part, or none of one or more offerors' Phase-I and/or Phase-II proposals. In the 12-month Phase-I, contractor(s) will perform requirements analysis, develop preliminary SIRIAS designs, and perform laboratory tests on critical design components. In the 24-month Phase-II, contractor(s) will build, test, and evaluate selected Brass Board Technology Demonstrator(s) (BBTD(s)) of their SIRIAS receiver/AE design(s) using awardee-internal-testing and awardee-manned-testing-with-government-furnished-facilities. Foreign participation is prohibited at the prime contractor level, but permitted at the subcontracting level. SETA contractors may participate in proposal evaluation. Interested offerors may view and/or download the full PRDA solicitation by accessing the Federal Business Opportunities (FedBizOps) homepage at http://www.eps.gov/. Direct questions to the Contracting point of contact identified in the announcement.
