- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format specified in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. The Standard Industrial Classification Code is 2311, 500 employees. This acquisition is a 100% small business set-aside. Delivery shall be FOB Destination to Andrews AFB, MD. Responses to this Request For Quote (RFQ) must be received no later than 27 Mar 02, 16:00hrs, Eastern Standard Time. Delivery and finance addresses will be furnished upon award. An award will be made to the lowest responsible offeror. The following provisions and clauses apply to this acquisition: 52.212-1, instruction to offerors commercial items; 52.212-2, evaluation of offers/commercial items; 52.212-3, offeror representations and certifications--commercial items; 52.212-4, contract terms and conditions-commercial items, and 52.212-5, contract terms and conditions required to implement statutes or executive orders--commercial items, and 52.225-3, Buy American Act. All potential contractors must be registered on the Central Contractor Registration. The toll-free phone number for contractor registration is 800-334-3414; registration can also be completed through the following website: www.ccr.dlis.dla.mil. Registration must be done immediately upon retrieval of this synopsis in order to be considered for award. Offerors shall submit their Duns Number, Tax Identification Number, Cage Code, and business size with quotation. All other applicable clauses will be incorporated into the purchase order. All inquiries and concerns must be addressed in writing. Facsimile requests and proposals will be accepted via fax (301) 981-1911. No collect calls will be accepted. Item Description: AFOSI HIDDEN AGENDA/RAID JACKET (Dutyman brand or equal); Quantity: 2,100 jackets; Size: jackets shall range from MED to 4XL (a sample of each size shall be provided for approval prior to delivery and actual quantities will be provided upon approval of sizes); Specifications: Dutyman Brand or equivalent, unlined with 100% black nylon, water resistant, and windproof exterior fabric. Elastic cuffs (with or without a drawstring at the waist are acceptable). Two side pockets with zippers and a full-length zipper or button front. Collar can be cloth, vinyl, or a combination of both, but must be black in color. Jackets must include three black pull-down panels; one in the rear of the jacket (approximately 13 inches in width and 6.5 inches in length); the other two panels shall be located on the front of the jacket (left & right sides) and shall be approximately 6 inches in length by 6 inches in width. All panels must attach using a velcro-like material and must be securable ?out of sight? until necessary by pulling down on the flap. The pull down panels must be capable of receiving/accepting ?Silkscreen Heat Transfer? lettering. On the front left panel a cloth AFOSI special agent badge (approximately 4 inches by 3 inches in size provided by the contractor) shall be sewn onto the pull down patch. On the front right pull down panel the letters ?OSI? shall be Silk Screen Transfer and on the back panel ?POLICE FEDERAL AGENT? (Police on top line and Federal Agent on the second line) must be of Silk Screen Heat Transfer. Front Panel lettering shall be in all upper casing, yellow in color and approximately 1 inch in length by 1.5 inches in width. Rear Panel lettering shall be in all upper case lettering, same color as the front panel lettering. The letters ?POLICE? will be approximately 3 inches in length by 1.5 inches in width. Below, on the second line will be the letters ?FEDERAL AGENT?, all in upper case lettering, same color as the front panel lettering, and approximately 1.5 inches in length by 5/8 inch in width. All lettering must be of the ?Silk Screen Heat Transfer? not just ?Silk Screen.? The AFOSI Badge will be 3.25 inches in length and 2 5/8 inches in width with a three-color design (Gold, Dark Blue, and Light Blue). The actual color sample and artwork will be given (electronically) after award of contract. A black and white copy can be faxed prior to award upon request. Prior to mass ordering of silk screen lettering, AFOSI Cloth Badges, and completed jackets, a sample of each size (Med-XXXXL) of the ?Raid Jacket? with the silk screen lettering and AFOSI cloth badge will be sent to the following address before final approval: SA Jeff M. Barnes/HQ AFOSI/XPR, 1535 Command Dr, Andrews AFB, MD 20762-7002. This will ensure that the font size, font color, font type, badge size, badge color, badge lettering, and placement of all required items on the ?Raid Jacket is acceptable to AFOSI. Delivery Date: 30 Jun 2002. This request for quote does not obligate the Government to award a contract, it does not restrict the Government?s ultimate approach, nor does it obligate the Government to pay for any proposal preparation costs.
