Description
THIS IS A COMBINED SYNOPSIS / SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. This announcement constitutes the only solicitation. Quotations are requested and a written solicitation will not be issued. This RFQ 02WRQQ0048 supercedes the Government Notice of Intent to award a contract by other than full and open competition under 02WRSS0020. This acquisition is Unrestricted. NAICS is 326199. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. The U.S. Geological Survey in Alaska has a requirement for: 50 ea. Plaschem Supply Inc., or Equal, Seismic Station Enclosures possessing the following salient characteristics: Enclosure must be designed and manufactured so as to be transparent to Radio Frequency; constructed of molded fiberglass reinforced plastic; made of seamless construction with a smooth exterior that is weather proof to snow, ice, rain, and high winds; designed to withstand 150 pound per square foot snow load; designed to withstand 125 miles per hour wind load; designed to sling under helicopter for transportation to remote sites; equipped with four anchor points for helicopter sling rigging; equipped with four anchor points for ground anchors and a rock/mounting flange around bottom edge for added ballast and ground anchoring; enclosure roof angled and reinforced for optimal solar panel mounting; equipped with 2 thru-wall fittings for seismic device cabling; enclosure shall be vented; enclosure has molded door of same construction and fitted with a neoprene seal; door equipped with a freezer style latch and heavy duty hinges; enclosure has interior shelf capable of supporting 400 pounds; enclosure has a floor capable of supporting 400 pounds while suspended by sling points; total weight of enclosure must be less than 450 pounds; all hardware is non-corrosive material; the general dimensions of enclosure do not exceed 4 feet by 4 feet by 5 feet (LWH); total footprint does not exceed 68 inches by 68 inches; enclosure has clear opening of doorway at least 30 inches by 41 inches (WH); enclosure roof designed for solar panel mounting and solar receipt; enclosure surface to be finished with gray gel-coat. Quotations are to be prepared in accordance with Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors - Commercial Items. Vendors are to complete and include with their quotation FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-2, Evaluation--Commercial Items is applicable. Additional clauses applicable to this acquisition: FAR 52.212-4 Contract Terms and Conditions -- Commercial Items; FAR 52.212-5 Contract Terms and Conditions -- Required to Implement Statutes or Executive Orders -- Commercial Items; FAR 52.204-6 Data Universal Numbering System (DUNS); 52.000S-5026 Invoice Requirements; 52.000S-5027 Electronic Payment; 52.000S-5005 Compliance with Veterans Employment Reporting Requirements; Quotes will be evaluated for award on the following criteria: (a) technical: compliance to minimum specifications (b) past performance: enclosure must have a demonstrated satisfactory performance record in arctic and alpine environments (c) price, where the combination of technical and past performance are more important than price alone.
