- This announcement constitutes a Sources Sought Synopsis. This is NOT a Request for Proposals. The following information is provided to assist the United States Navy in conducting a Market Research of Industry to determine potential contractors who have the skills, experience, qualifications and knowledge required to successfully perform T-45 Training System (T45TS) Contractor Logistics Support (CLS) requirements for the materials as well as management, operational and support services on approximately 155 (FY04) T-45 A/C Goshawk Jet Trainers. The quantity of aircraft is expected to increase during the period of performance as additional aircraft are procured. This program includes conducting a T-45 aircraft retrofit program and support for the T-45 aircraft development test program, as well as, routine servicing of the aircraft, off-site commercial depot repair, and maintenance and support of the Ground Training System. The Boeing Company is the developer of the T45TS. The T45 is a carrier version of the British Aerospace Hawk. This aircraft is the primary jet-training platform for the U.S Navy. It is a two seat, low wing, carrier capable jet trainer powered by a Rolls Royce F405 engine. All maintenance, inspections, and logs and records required shall be in accordance with the OPNAVINST 4790.2 series. Seventy-three (73) T-45A aircraft are located at NAS Kingsville TX, with the remainder being T-45C aircraft based at NAS Meridian MS. All facilities required to perform this work will be government furnished. The length of contract award will be a base year award and 4 option years. If awarded, the contract would include the following types of effort: 1) Organizational and Intermediate Level Support for flight line T-45 aircraft. This will include periodic detachments to various aircraft carriers in support of pilot training requirements. 2) Intermediate Level maintenance and supply support of the Rolls Royce F-405 Turbofan engine (QTY= approximate aircraft inventory plus 20 spare assets) 3) Supply Support for the T-45 A/C airframe 4) Operational support and maintenance of the GBTS (Ground Based Simulators and Academics) 5) Contractor Depot Field Team (CDFT) support, Installation Facility for Depot Level fatigue modifications, Airframe changes, System upgrades and repairs to the T-45A/C aircraft. The Government does not intend to contract on the basis of this request or otherwise pay for the information solicited. An Industry Day will be held at both Kingsville, TX Naval Air Station and Meridian, MS Naval Air Station at a time still to be determined; however, at the time it is held draft documents will be available for review. Any company that would like to be added to the source list for this requirement should express their interest in writing. Please include a company pamphlet, brochure, or short statement of company?s ability/history with this type of service, the name and telephone number of a company representative that can be contacted, and the company?s address.
