Description
The Naval Research Laboratory (NRL) intends to negotiate on an other than full and open competitive basis with Mission Research Corporation, for a cyclic cumulant based signal detection system including proprietary detection software, all required interface software, the necessary associated VME-based hardware assembly, and end-user specified software modifications. Mission Research Corporation (MRC), 8560 Cinderbed Road, Suite 700, Newington, Virginia 22122, is the only known source that possesses the expertise, knowledge and recognized authority on cyclic cumulant detection to perform the required effort. THIS IS NOT A REQUEST FOR PROPOSAL. Any firm believing that they can provide the services required may submit a written response to be received at the Contracting Office no later than forty-five (45) days after this notice is posted electronically, clearly showing it's ability to do so without compromising the quality, accuracy and reliability of the data or without causing programmatic hardship to the program. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. Due to potential delays in receiving mail, offerors are encouraged to use alternatives to the mail when submitting their written responses. Facsimile proposals are authorized and may be forwarded to the Contract Specialist point of contact listed below. See Note(s) 22.
