Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; proposals/bids are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) Number 828414IND03 is conducted in accordance with the Federal Acquisition Regulation (FAR) Parts 12 and 13.5 Test Program for Certain Commercial Items. This RFQ is non-restrictive. The North American Industrial Classification System (NAICS) code is 421490; the size standard is 100 employees. The RFQ incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. The Internal Revenue Service (IRS) intends to award a Brand name or Equal, Firm Fixed Price type contract for a Renishaw Raman Spectrometer and related items. If items called for in the RFQ are identified by a "brand name or equal" description, the identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal' products will be considered if such products are clearly identified in the quote and are determined by the IRS to meet the requirements fully. Unless the vendors clearly indicate in their quote that they are offering an equal product, the quotes shall be considered as offering a brand name product. The quantity is one each of the following items: CLIN 1 - Renishaw Raman spectometer with S1000 upgrades as follows: computer controlled ND filter assembly, computer controlled beam expander assembly, computer controlled slit assembly, microscope light transmission optics upgrade, class 3b microscope enclosure upgrade, instrument response correction calibration source, instrument frequency calibration source; CLIN 2 - Wire control software w/GRAM 32/C; CLIN 3 - Microscope video and video capture card; CLIN 4 - Renishaw Raman ready 785nm laser with the following: Renishaw 780nm laser, laser mounting plate, interlock cable; CLIN 5 - Rayleigh filter kit for 785 nm with the following: kinematic mount, 785 nm polarizer analyzer; CLIN 6 - 488 nm Excitation Kit HNF for 488 with the following: kinematic mount, 488 polarizer analyzer kit, spectra physics 488 laser kit (w/plrf); CLIN 7 - Kinematic upgrades as follows: 785 kinematics for HNF/polarizer, motorized HNF stage; CLIN 8 - Renishaw Raman library package (compatible with aldrich libraries) galactic spectral ID, Renishaw inorganic library, forensics library, polymers library; CLIN 9 - WIRE compatible computer system: IBM compatible computer 17"monitor suitable for use with WIRE data acquisition software. The following FAR clauses are incorporated by reference: 52.211-6 Brand Name or Equal (Aug 1999); 52.212-1 Instructions to Offerors-Commercial Items (10/2000); 52.212-2 Evaluation-Commercial Items (1/1999) (a) The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the RFQ will be most advantageous to the Government, based on best value of the items offered to meet the government; 52.212-3 Offeror Representations and Certifications-Commercial Items (4/2001); 52.212-4 Contract Terms and Conditions-Commercial Items (Mar 2001); 52.212-5 Contract Terms and Conditions to Implement Statutes or Executive Orders-Commercial Items (5/2001); 52.222-21 Prohibition of Segregated Facilities (Feb 1999); 52.222-26 Equal Opportunity (E.O. 11246); 52.225-1 Buy American Act--Balance of Payments Program--Supplies (41 U.S.C. 10a-10d); 52.225-13 Restriction on Certain Foreign Purchases(E.O. 12722, 12724, 13059, 13067, 13121, and 13129); 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C 3332). Delivery shall be on or before May 15, 2002. FOB-Destination.
