- Solicitation No. OAM-2002-N-007 is amended to answer questions received concerning the solicitation, accordingly: QUESTION NO. 1: BACKGROUND AND REQUIREMENTS: (A) Scope of Work: The RFP states that GAO anticipates the Retirement Planning Seminar will be offered four times per FY, however, the Pricing Schedule provided only shows a requirement for three (3). Please clarify the correct number: Answer No. 1: There are two (2) types of seminars. The estimated number of offerings for the Retirement Planning Seminar is four (4) times per FY and the Mid-Career Retirement Planning Seminar is three (3) times per FY. QUESTION NO. 2: BACKGROUND AND REQUIREMENTS: (B) Course Contents: It is unclear whether the GAO wants the offeror to cover the Federal Employee Retirement Systems (FERS) only in the Mid-Career session or if the Civil Service Requirement Systems (CSRS) is to be covered as well. Please clarify: Answer No. 2: We are asking that both (FERS and CSRS) be covered. QUESTION NO. 3: BACKGROUND AND REQUIREMENTS: (D) Deliverables: To accurately price the offer, we need to know how many copies of the participant?s Guide will be needed at the Contractor?s initial walk-through for each program. Please clarify. Answer No. 3: A minimum of three (3) copies is required. QUESTION NO. 4: FORMAT AND INSTRUCTIONS FOR PROPOSALS: We understand an original and four copies of both the Cost and Technical Proposals are required for this submission. Please confirm whether or not an original and four copies of the course agendas, speaker resumes and participant binders for each program are required as well. Answer No. 4: Yes, four (4) copies of the course agendas, speaker resumes and participant binders for each program are required. QUESTION NO. 5: I would like some information on FAR 52.212-1, 2, 3, 4, and 5, which are criteria I must abide by for this bid. Where do I find this information? Answer No. 5: Check your local library for a copy of the FAR or visit the web (www.arnet.gov) to view the above mentioned far clauses. If those options are not available to you, a copy of the clause(s) can be requested via fax (202) 512-2879. QUESTION NO. 6: Is GAO interested in receiving this course on line? Answer No. 6: GAO is not interested at this time in receiving on line training. QUESTION NO. 7: Please provide the previous firm who received this contract award and the contract amount. Answer No. 7: The current contractor is: NITP, INC., 51 Monroe Street, Suite #1900, Rockville, MD 20850 and the total overall estimated contract value was $130,298.25 (base year and all option periods). QUESTION NO. 8: Where can I find information regarding FERS, CSRS, FEGLI, FEHB, and TSP? The notice requires inclusion of these programs but I need the information. Answer No. 8: Materials to be presented must be researched by your firm in order that you provide current up to date information. Samples of some resources were provided in the Bidder's Library QUESTION NO. 9: Under Part 3 ?Format and Instructions for Proposals?, it states that the original and four copies of the technical proposal are requested. How many copies of the cost proposal are needed? Answer No. 9: One original and four copies of the technical proposal are required. QUESTION NO. 10: Under Part 3 ??Format and Instructions for Proposals?, it states that technical proposals should not exceed 25 pages. Is the participation binder included in the 25-page limitation for the technical proposal? Answer No. 10: The technical proposal should not exceed 25 pages. Is it the contractor?s responsibility to provide copies of these brochures to the seminar participants? Answer No. 12: No. However, if you feel as if you need a particular form or brochure to explain a particular area or topic, it is permissible. QUESTION NO. 13 How can I get a copy of the pricing schedule? Answer No. 13: A copy of the Pricing Schedule can be e-mailed to you by requesting a copy via e-mail: Dannerp@GAO.gov or faxing a request to (202) 512-2879. QUESTION NO. 14: Income tax planning: Is that topic expected to be covered under the financial planning session or is it to be covered separately? Please clarify. Answer No. 14: Income tax planning should be discussed as part of the financial planning session. QUESTION NO. 15: Under Part 1-H "Evaluation of Course", it states that GAO will evaluate the course using participant questionnaires developed by GAO. Can we see a sample of GAO's questionnaire before we submit our bid? Answer No. 15: This is the questionnaire TI uses for all of their training. HCO does not have a separate questionnaire for the retirement seminars. A copy of the participant questionnaire can be requested via E-mail: Dannerp@GAO.gov or fax (202) 512-2879. QUESTION NO. 16: Under Part 3 "Format and Instruction for Proposals", item "G" states that a participation binder containing written materials for each of the subjects to be covered should be submitted with the proposal. Is an outline of both seminars sufficient? It's a good deal of work (hours and resources) to customize course for this proposal when there is no guarantee that an offer will be made. Answer No. 16: GAO would like to see what type of information you would be presenting to our participants. An outline should be included in your presentation. QUESTION NO. 17: There are many brochures available to GAO employees on various requirements benefits. Is it the contractor's responsibility to provide copies of these brochures to the seminar participants? Answer No. 17. No. However, if you feel as it you need a particular form or brochure to explain a particular subject matter, it is permissible.
