Description
The Center for Substance Abuse Treatment, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a three year cost reimbursement contract with two option years. This is a total small business set-aside procurement. 541611 NAICS, and is a request for proposals. The Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Substance Abuse Treatment (CSAT) is interested in highly experienced organizations able to handle a National Center on Substance Abuse and Child Welfare which will implement a comprehensive program of information dissemination, knowledge application and technical assistance strategies to promote organizational and systems change at the national, state and local levels. The prime target audiences for this Center are Regional, State, and local child welfare and substance abuse agencies, including independent Tribal agencies and organizations. As such the Center: ? Functions as the locus for the collection, dissemination and practical application, of the best available information on services and strategies for responding to the needs of families who come in contact with the child welfare system as a result of substance abuse; ? Helps communities identify gaps in services and develop integrated approaches to respond more effectively to families who come in contact with the child welfare system as a result of substance abuse; ? Convenes coalitions of policy makers, practitioners, researchers, consumers and family members from substance abuse and child welfare to define new directions and strategies; ? Provides targeted technical assistance through the use of national and local experts, who assist communities that wish to implement interventions such as problem/risk identification, cross-training strategies, staff co-location, and unique judicial/court strategies (such as family drug courts.) A DRAFT Statement of Work and DRAFT Quality Assurance Surveillance Program will be available by email request to Mringo@samhsa.gov. The items are made available to obtain industry comments and industry standards, if applicable. Comments should be sent electronically to Mringo@samhsa.gov Comments will be received until April 5, 2002. The estimated date for issuance of this RFP is April 12, 2002 with proposal responses due May 14, 2002. This solicitation may be obtained in any of three ways; by mail; picked up in person at 5515 Security Lane, Suite 640, Rockville, MD 20852; or, electronically at the SAMHSA web site: http:/samhsa.gov/contracts. Files will not be made available on the Web Site until after the estimated issuance date. If you have a continuing interest in the RFP, notify the individual identified below that you wish copies of amendments to the RFP (if any) sent to you, or check the Web Site regularly for amendments which will also be posted there. Note: If you rely on the Web Site for obtaining amendments, SAMHSA has no way to assure, and therefore assumes no responsibility for assuring you have downloaded these amendments. Requests will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
