- The Air Force Operational Test and Evaluation Center (AFOTEC) is hereby synopsizing its requirement for an Information Technology (IT) Services contract. AFOTEC is the independent test agency for the Air Force. AFOTEC conducts initial operational tests and evaluations (OT&E), multi-service tests and evaluations, qualification operational tests and evaluations, and follow-on operational tests and evaluations on Air Force systems and, as directed by the Air Force, on multi-service systems. AFOTEC also supports operational utility evaluations and operational assessments, and participates in combined testing through the Combined Test Force. For the Office of the Secretary of Defense (OSD), AFOTEC conducts reviews, coordinates feasibility studies, test designs, produces final test plans and test reports, and coordinates test resource requirements. AFOTEC also prepares evaluations as directed by the Chief of Staff of the Air Force. All of these activities are supported by AFOTEC?s distributed, global IT infrastructure with its customer base of approximately 1,200 users on 1,500 installed desktop computer systems. The resultant contract will provide computer science/engineering expertise and support for the AFOTEC IT infrastructure and the applications it hosts and support for AFOTEC?s other IT-related services and processes. The scope of this acquisition is command-wide and includes AFOTEC?s detachments and remote operating locations. The resultant contract will provide IT support in four technical mission areas and seven primary functional areas: IT program management, IT systems design and engineering, database development and management, network administration, systems administration, website development and management, and IT multimedia support. Additionally, the contract shall furnish point-to-point telecommunications capability through dedicated frame-relay circuits for video teleconferencing, instrumentation and operational test and evaluation data. This acquisition is a 100% small business set-aside for competition under NAICS code 541511, size standard not to exceed $21M. We anticipate a 60-month Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with Cost Plus Fixed Fee (CPFF) ordering provisions. The estimated value of the IT effort is between $10M and $15M. The finalized RFP will be located at the FedBizOpps website at FA7046-02-R-0003. All interested concerns must download copies of the RFP and associated attachments electronically from the FedBizOpps website. The final RFP is scheduled for release on 12 Apr 02 with proposals due on 13 May 02, and contract award estimated for late Aug 02. A Pre-proposal Conference is scheduled for 19 Apr 02 at a facility to be determined. In order to schedule a pre-proposal facility, request interested attendees submit names to Mr. John Cowgill by 5 Apr 02 at R003ITS@afotec.af.mil. Attendance is limited to two (2) people per company maximum. It is imperative that interested concerns continue to monitor the FedBizOpps website for updated information regarding the IT solicitation and the Pre-proposal Conference. No paper copies of the solicitation will be issued.
