Description
The Department of Commerce, National Oceanic and Atmospheric Administration has a commercial requirement for interested parties to provide up to two vessels for a time charter to support the National Marine Fisheries Service, Northeast Fisheries Science Center (NEFSC) Atlantic salmon research in the western Gulf of Maine for up to 22 days (44 total vessel days) between May 6 and June 10, 2002. The vessels shall be delivered and redelivered to either Woods Hold, Massachusetts or an agreed upon port between Portland and Southwest Harbor, Maine. The vessels shall operate between 43 degrees 30' and 44 degrees 30' north latitude and 068 degrees 00' and 069 degrees 30 west longitude and within 50 nm of shore. Both vessels will conduct pair trawling operations to capture tagged Atlantic salmon alive. Each vessel shall have a minimum of 600 shaft horsepower in order to tow the pair trawl at a speed of 4.5. knots. The Government supplied pelagic trawl measures 120 meters in length and 237 meters around the mouth opening. The primary vessel shall be rigged with trawl winches, and adequately-sized net reel, and have a boom/crane that is capable of lifting a water-filled codend "aquarium" onboard that weighs 3,500 pounds when full of water and fish. Both exterior and interior (adequate for computer operations) work areas for processing the catch and conducting biological fisheries research are required. Additional deck space is required to accommodate a NOAA supplied live tank. Each vessel shall have a minimum endurance of 4 days, a minimum range of 500 nautical miles and have a cruising speed of not less than 9 knots. Each vessel shall be equipped with GPS navigation equipment and a depth sounder. One of the vessels shall be equipped with basic meteorological instrumentation. The primary vessel shall be able to accommodate up to 5 scientific personnel. This is a acquisition for commercial items and is 100% set-aside for small business. The applicable North American Industrial Classification Standard (NAICS) code is 483212. All responsible small businesses may submit an offer that will be considered by the agency. Telephone requests shall not be honored. No contract will be awarded as a result of this notice since this synopsis cannot be considered a Request For Quotation.
