- NA The Volpe National Transportation Systems Center plans to procure a sole source from James Elwood, South Windsor, CT., to provide a training workshop titled ?Introduction to FAA Aircraft Emissions Standards and Test Procedures?. The contractor will be required to write a student workbook, prepare a companion instructors Guide and Lesson Plan and training materials for a two day, 16 hour training workshop for FAA personnel. The first day shall be a training session based on Federal Aviation Regulations (FAR) 34, and then followed by a one-day workshop with an emphasis on problems experienced since the issuance of FAR 34. This requirement will be conducted under Simplified Acquisition Procedures FAR Part 13. Small Business firms classified under NAICS Code 611699 that are interested in r esponding must demonstrate in writing within 15 days from the date of this synopsis the following: (a) they must be a principal Combustion Engineer not currently working for industry; (b) are immediately available; (c) have familiarity with and experience in facilitating Federal Aviation Regulation (FAR) Part 34 training courses. Small Business firms will be required to submit one page of documentation for each criteria listed above prior to receiving a Request for Quote (RFQ). This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notic e received will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ issuance will be on or about April 12, 2002. Telephone requests will not be accepted, only written requests for this RFQ will be accepted, however, we will accept requests via facsimile at 617/494-3024, Attn: Karen Marino, DTS-852. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $18.0 million per contract. The DOT provides 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
