- Description
- The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock and repair of the USCGC SANGAMON (WLR-65506), a 65 foot tender and her 100 foot barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The simplified acquisition will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. A non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested hard copies of drawings. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). A CD-ROM containing all applicable drawings will be sent via U.S. Mail, if requested. Send all requests via e-mail to mcorse@mlca.uscg.mil. It is incumbent upon contractors to monitor FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automated notification service. The standard industrial classification code is 3731 and the NAICS is 336611. The small business size standard is less than 1,000 employees. This acquisition will be solicited unrestricted. The home pier of the vessel is EAST PEORIA, ILLINOIS, All work will be performed at the contractor?s facility. The performance period will be 54 days with a start date on-or-about 30 JULY 2002. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC SANGAMON (WLR 65506). Provide all labor, material and equipment necessary to perform drydock repairs including, but not limited to the following: BASE ITEMS: Remove, Inspect and Reinstall Propulsion Shafts; Straighten Shaft; Renew Water Lubricated Shaft Bearings; Renew Shaft Strut Barrel; Remove and Reinstall Propellers; Clean and Test Grid Coolers; Overhaul and Renew Valves; Remove, Inspect and Reinstall Rudder Assemblies; Renew Lower Bearing Trunk; Renew Rudder Upper Bearing Housing Support; Preserve Barge Spuds, Spud Wells on Tender and Barge; Inspect Various Deck Fittings; Preserve and Disinfect Potable Water Tanks; Preserve Ballast Tanks; Preserve Sewage and Grey Water Collection and Holding Tanks; Preserve Barge Buoy Deck; Preserve Underwater Body; Provide Temporary Messing and Berthing; Provide Temporary Logistics; Routine Drydocking; Reinforce Tender Bow Shell Plating; Renew Barge Hull Plating; Preserve the Bulkheads and Overheads in Shaft Alley and Sewage Hold; OPTION ITEMS: Composite Labor Rate; GFE Report; and Additional Laydays. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The following geographic restriction applies: the Western Rivers of the United States. The "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers," but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. For safe navigation, the vessel requires a minimum water depth of nine (9) feet and a fifty (50) foot minimum height clearance. For contract periods between 1 November and 15 March, restricted to areas south of the Price Lock and Dam. The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
