- Description
- NASA/GSFC plans to issue a Request for Quotation (RFQ) for the 40 Ah Lithium - Ion battery development for the GPM Spacecraft. The contractor shall furnish personnel, service, parts, materials, equipment and facilities necessary to test existing 40 Ah Lithium - Ion battery, data reduction and deliver the data in row and report form. LEO Test operations are to be carried out on a 24-hour/day, 7-day/week schedule, with personnel available for special testing and monitoring of automatic equipment, during nonscheduled working hours. LEO Test profile: The test packs shall be cycled starting with a charge cycle according to the following regime: Temperature: 20 + 2 degrees C Orbit: 90 minutes (60 minutes charge, 30 minutes discharge) Discharge: 16 A constant current for 30 minutes (40 percent DOD) Charge: Charge at 20A constant current to VT limit for 60 minutes charge period. Start at VT level of 32V per battery. However, the data frequency shall be sufficient to provide the following plots and listings: A. EOD and EOC voltages, and temperatures versus cycle plot B. EO Taper Current versus cycle plot C. C/D ratio versus-cycle plot D. Discharge voltage versus time or ampere-hours during capacity checks plot. E. Charge and Discharge Columbic and Energy efficiencies versus cycle plot. F. Typical cycle listings and plots of all parameters at cycle 10, 100, 500, 1000, 2500, 5000, and every 2500 cycles therafter as a minimum. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items and services from Saft America in Cockeysville, MD., because they are uniquely qualified to perform this task in the time necessary. They already have a 40 Ah Lithium battery built and ready for testing and resources for building another battery. Saft America, a cell/battery manufacturing company, is a Maryland based local company - which is also necessary (locality). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4/17/02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not allowable. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
