Description
NASA/KSC plans to issue a Request for Quote (RFQ) for an automatic particle counting tehnique for tape lifts using an integrated image analysis system. Contamination on spacecraft surfaces has become a greater concern for NASA. The object of this effort is to establish an efficient system that is simple and accurate to test/measure tape lift samples. NASA/KSC intends to purchase the system from Lockheed Martin Astronautics, Denver CO under the authority of FAR 6.302-1. Use of any other source for this effort would result in delays in KSC capabilities for contamination controls and duplicate cost and time by another contractor to develop/obtain an existing database of tape lift samples. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 15, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B".
