Description
The National Institute of Standards and Technology (NIST) intends to negotiate with ISee Imaging Systems on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the purchase of an ISee PC Analytical Imaging System and all components. The ISee PC Analytical System will be used to outfit a new Olympus IX70 microscope of which the ISee PC Analytical System supplies the same hardware and software components used to outfit the old microscope. Therefore, the sole source is based on the following: 1. The ISee PC Analytical Imaging System of which ISee is the sole manufacturer would be interchangeable and 100% compatible with existing components. 2. NIST has developed operational subroutines to perform specific custom analytical operations. NIST can transfer these routines to the ISee PC Analytical Imaging System since the software packages are the same. 3. A significant amount of training and experience is required to learn how to use the software. NIST has significant experience with this software and it would require many additional hours of training to learn another software package. The delivery time for this requirement is 60 days after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order utilizing Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by April 8, 2002. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 334516 with a size standard of 500 employees. A determination by the Government not to compete this requirement is based upon responses to this notice is solely within the discretion of the Contracting Officer.
