Description
The Marine Corps Systems Command has a requirement for a Multipurpose Bayonet (MB) and scabbard. This procurement is 100% set-aside for small business concerns. The NAICS code for this procurement is 332211 with a size standard of 500 employees. This notice is a combined synopsis/solicitation for the MB in accordance with FAR 12.6 for commercial items as defined in FAR Part 2.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The subject Request for Proposals (RFPs) incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-01 and Defense Acquisition Circular 91-13. Scope: This purchase description establishes the design and performance requirements for the USMC MB. Intended Use of MB: MB will attach to the M-16 and M4 series rifles functioning as a bayonet, as well as possess the secondary function of a fighting knife. References: MIL-STD-810F, FED-STD-595B, MIL-STD-129N, MIL-STD-171E, ASTM-E18; Environmental Test Methods and Engineering Guidelines; Colors Used In Government Procurement; Military Marking, Finishing of Metals and Wood Surfaces; Test Methods For Rockwell Hardness and Rockwell Superficial Hardness of Metallic Materials. OPERATIONAL EFFECTIVENESS: Unless otherwise specified, the design, material composition, and manufacturing processes associated with the MB are the prerogative of the offeror. Any resulting product submitted to the government shall fully comply with performance parameters, functional interface requirements, and design characteristics specified herein. All parameters specified as objectives are subject to the offeror's discretion for design/performance consideration, or tradeoff. Design shall facilitate intended employment of the MB as both a bayonet, and when separated from the rifle, a fighting knife. Characteristics: All physical characteristics of the MB, inclusive of design and test methods, shall be compliant with best commercial practices. The MB must function without breakage in operating temperatures - 25 to 135 degrees Fahrenheit. Physical Dimensions: The MB blade shall have an objective length of less than 9 inches and shall extend not less than 4 inches past the rifle muzzle when attached to the M16 or M4 series rifle. The MB shall have an objective width of 1.25 to 1.75 inches. Finishes/Coating: The MB shall be corrosion resistant. Cleaning methods, surface treatments, metal coating, or other forms of corrosion protection shall be in accordance with MIL-STD-171E, or commercial equivalent. The MB shall have a flat, non-reflective finish on all of its components. Weight: The objective total weight of the MB, inclusive of scabbard shall be 2 lbs., or less. Hardness. The MB blade shall have an objective Rockwell Hardness (C scale) between 53 and 58. Ergonomics: The handle of the MB shall have an ergonomic design to allow the bayonet to be used as a fighting knife. Interface Requirements: The MB shall firmly affix to the bayonet lug of the M16 and M4 series rifles and exhibit no unnecessary movement. The MB shall not interfere with the day and night sights that are employed by either rifle. The MB shall be compatible with the Modular Light Weight Load Bearing Equipment (MOLLE) system and other load bearing equipment. The MOLLE system may be viewed on the Marine Corps Systems Command web page at http://iis.marcorsyscom.usmc.mil/. Considerations for ease of use, safety, and overall compatibility with Marine Corps weapons and personal equipment (MOLLE) are paramount. In addition, the MB shall have a quick release mechanism that allows the bayonet and scabbard to be detached from the load bearing equipment. Firing: The MB shall be capable of withstanding the maximum firing rate of both the M16 and M4 without damage or detachment. Verification: Unless otherwise specified, the offeror is responsible for the execution of all inspections and certifications related to conformance and performance of the MB and all components. The government intends to accomplish limited testing, relying instead upon offeror data to substantiate design quality, manufacturing processes, and performance of the weapon. The offeror shall provide evidence of, and warrant conformance and compliance with, applicable standards and practices. The government reserves the right to validate conformance through independent analyses, inspections and/or testing should such action be deemed necessary. Packaging: Best commercial practices. Commercial Warranty: The MB shall be warranted to comply with all design and performance criteria established as a result of this specification as incorporated into the offeror's conforming product. Any additional warranty provisions or exclusions shall be clearly stated in the offerors' proposal submission. The Government anticipates issuing an ID/IQ Firm Fixed Price (FFP) commercial contract to the successful offeror. Orders will be issued in accordance with the selected offerors ability to produce and deliver the quantities specified herein. Quantities and period of performance are as follows: Maximum Quantity is 120,000 units. Contract Minimum is 5,000 units. An estimate quantity of 20,000 MBs will be shipped to Okinawa, Japan. The remaining will be sent throughout the United States, including Hawaii. CLIN 0001, Base Year, Qty 5,000-60,000. CLIN 0002, OY1, Qty 5001-60,000.00. Offerors may delineate their pricing based upon their own determination of economic production lots (e.g., 1 - 25,000, $xx; 25,001 - 50,000, $xx). The government will use an average unit production price associated with the offeror's price delineation to establish an overall evaluated price. Federal Acquisition Regulation-52.212-1, Instructions to Offerors -Commercial Items: Offerors shall submit a combined technical/business proposal as elements of their offer. An original and three (3) copies of the proposal are required. Offerors may use product literature in their technical proposals; however, any ambiguities noted in the technical capability of the product may have an adverse impact on your evaluation. The proposal shall be specific, detailed, and comprehensive enough to enable technical personnel to make a thorough evaluation of its content. The business matter shall ensure that all elements of the Schedule of Supplies, corresponding tables, and appropriate representations and certifications are completed. Offerors should read the terms and conditions of this solicitation carefully and refer any questions to the Procuring Contracting Officer (PCO). Proposals shall be prepared using "Arial" or "Times New Roman" 11-point font style on 8 1/2 x 11 inch white paper. Tables and illustrations may use a reduced font style, not less than 8 point. Foldouts are not allowed. All material submitted may be single-spaced. Offerors should ensure that each page provides identification of the submitting Offeror in the header or footer. Page count for the combined technical/business proposal shall not exceed 35 total pages, inclusive of product literature. To supplement their written proposal, offerors may provide a CD-ROM with supporting information that illustrates the degree of compliance, quality, or other parameters being evaluated. There is no limitation for the content of the CD-ROM, however all material provided through this medium shall be appropriately referenced in the written proposal; the CD-ROM shall not be considered a stand-alone element of the offer. To support their business offer, offerors are requested to submit electronic pricing workups (e.g., Schedule of Supplies) (e.g., MS Excel) also on the CD-ROM. If conflicts arise between the material presented in the proposal and the CD-ROM, the precedence for consideration shall be with the written material. Sealed offers for the items to be provided shall be hand-carried or express mailed via UPS or Federal Express to the following location by 2:00PM (EST) April 22, 2002: COMMANDER, Attn: Ms. Peggy L. Hake, CTQPLH, MARCORSYSCOM, 3041A McCawley Avenue, Quantico, VA 22134-5010. NOTE: Offerors are advised that proposals sent by conventional US Mail service are not routed directly to the above address. Proposal Content: Operational Effectiveness - Describe your ability to currently meet the performance requirements stated in this purchase description and to deliver the appropriate quantities required herein within the appropriate timeframe. Ensure that your stated response addresses overall product compatibility, as well as any additional parameters not specifically cited in the purchase description. Address any specific commercial, or extended warranty provisions for the resulting product. Provide evidence of product quality, any certifications for use, safety, and reliability on the CD-ROM, and annotate the references in your proposal. Past Performance - Provide specific examples of favorable recent past performance that illustrates evidence of your ability to produce, deliver, and warrant your product. Ensure the past performance information includes names of technical and contracting officials, telephone numbers, addresses, e-mail, name of the product purchased, quantities, dates of the resulting contract, contract value, contract number and a description of the items procured. Product & Capabilities Demonstration: The government reserves the right to a technical demonstration of the offered product should a competitive range determination be established. The government will conduct this demonstration at the Offerors' locations of choice and offerors will provide the Government with representative sample products. At a minimum, this shall include the following: Capabilities Demonstration, Government Product Review, and Business Discussion. 52.212-2, Evaluation-Commercial Items Offerors: (i) Operational Effectiveness - Most important. (ii) Past Performance - Less important. Price - Evaluated, but not rated. Award shall be made to the offeror whose proposal presents the best value to the government. In making its "Best Value" determination, the Government will consider overall technical and past performance merit to be of significantly greater importance than evaluated price. However, the importance of price as a factor in the final determination will increase with the degree of equality in the overall merits of the proposals. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations.
