- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to procure the items from Modern Technology Corp. (MTC), Dayton, OH 45432. The statutory basis for other than full and open competition is 10 U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The rationale for the selection of this statutory basis is that under an existing contract MTC created and exercised the current verification and validation test plans on CIAPP releases aswell as coded engine objects adhering to the CIAPP programming standards. Additionally MTC has developed expertise in the sensibility and probabilistic frameworks using CIAPP. Changing to a new contractor at this time would cause the requiring office to miss FY 2002 Level One milestones while the new contractor acquired the requisite background knowledge. This notice is being issued as a Request for Offer for the following statement of work. There is a basic requirement (Item 1) with a period of performance of seven (7) months and two option items for continued performance with periods of performance of twelve (12) months each. The total period of performance if all options are exercised is thirty-one (31) months. [Begin Statement of Work] Background The NASA Glenn Research Center's (GRC) Computational Intelligence for Aerospace Power and Propulsion (CIAPP) is the successor of the Numerical Propulsion System Simulation (NPSS). The architecture developed for the NPSS provides the framework for CIAPP. The Engineering for Complex Systems program plans to use and expand the capabilities of CIAPP (aka NPSS) to support linearization, controls, health monitoring, engine degradation, and component life prediction. The GRC participation in the Computing, Information, and Communications Technology (CICT) Program, Computing, Networking & Information Systems (CNIS) Project will expand the framework to provide an integrated environment that enables knowledge from each life-cycle phase to be gathered and utilized for intelligent engines to have greater interaction with models in the detailed design, development, testing, maintenance and operational phases. BASIC REQUIREMENT ITEM 1 (7 months): 1.1 ECS The Contractor shall: A. Develop familiarity with Simulink, Matlab, and Real-Time Workshop. B. Explore options to link Simulink with CIAPP. C. Provide CIAPP usage guidance to the controls group. D. Work with the controls group to demonstrate one option of linking a simple controller design to CIAPP. E. Provide an initial plan to integrate CIAPP into Simulink. 1.2. CIAPP The Contractor shall: A. Work with the NASA team to design HDF and XML capability. B. Develop component objects per CIAPP development schedule. OPTION ITEMS ITEM 2 (12 months): 2.1 ECS The Contractor shall: A. Explore options to link Simulink with CIAPP and develop plan to integrate. B. Provide CIAPP usage guidance to controls group. C. Demonstrate improved option of linking a simple controller design within CIAPP to the GRC Controls Group. D. Demonstrate option of linking controller design to the CIAPP to GRC Controls Group. E. Provide a strategy to the GRC Controls Group and CIAPP team to design health monitoring capability. 2.2 CIAPP The Contractor shall: A. Work with the NASA team to implement HDF and XML capability. B. Develop component objects per CIAPP development schedule. ITEM 3 (12 months): 3.1 ECS The Contractor shall: A. Provide CIAPP usage guidance to the controls group. B. Demonstrate improved option of linking controller design to CIAPP. C. Together with the CIAPP Team and GRC Controls Group, provide a strategy to integrate CIAPP with probabilistic structures analysis . 3.2 CIAPP The Contractor shall: A. Work with the NASA team to enhance HDF and XML capability. B. Work with the NASA team in integrating high-fidelity codes as defined by the requirements document and NASA milestones. C. Develop component objects per CIAPP development schedule. Reporting for both the Basic and Optional periods of performance of this task Monthly progress reports are required. Onsite visits weekly to attend CIAPP telecons and ECS meetings as well as attendance at quarterly reviews, team meetings and milestone reviews are also required. Factors Knowledge in C++ is mandatory, Common Object Request Broker Architecture (CORBA), Object Database or Relational Database knowledge, UNIX, LINUX, NT. Experience in Object Oriented software development. Experience with Clearcase Software Configuration Management tool. Subject company will be bound by the NPSS/NICE Non- Disclosure Agreement (NDA) (NICE-NASA Industry Cooperative Agreement) and may be required to sign this document. [End Statement of Work] The provisions and clauses in the RFQ are those in effect through FAC 2001-06. The NAICS Code and the small business size standard for this procurement are 541519 and $14.5 million, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30pm, local time, and shall be mailed to NASA Glenn Research Center, Attn: Michelle Mader, 21000 Brookpak Rd. (MS 500-305), Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.
