Description
NA This procurement consists of one solicitation with the intent of awarding nine (9) contracts.  This is a 8(a) set aside procurement and is restricted to 8(a) contractors certified for participation in the 8(a) Program with Headquarters or approved satellit e offices in Region 9 and which have the North American Industry Classification System (NAICS) code 233 and 234, among their approved NAICS codes.   The Government will award a minimum of nine (9) contracts resulting from this solicitation to the responsib le offerors whose proposals, conforming to the RFP will be the Best Value to the Government.  Best Value will be determined using a Trade Off process, comparing price, technical and other factors.  The significant evaluation factors, which may be used for the evaluation of the technical proposals are:  Past Performance, Management Plan, and Understanding of Requirements.  These factors are not all inclusive.  It is the Governments intent to award based on initial offers received, without discussion of such offers.  The awards may be made to a superior offer which is not the lowest offered priced, but which is significantly more technically advantageous than the lowest offer so as to justify the payment of a higher price.    Once a minimum of nine (9) contrac ts are awarded, the Government will compete the work among the three contractors that are in the area of work based on performance and other factors set forth in the contract and the Request for Proposal Letter.   Each awardee will be provided a fair oppor tunity to be considered for subsequent task orders, except under those circumstances described in FAR 16.505 (b) (2).  Task Orders under these contracts could be issued in one of the following methods:  (a) Competitive; or (b) Sole Source.  Each contract a warded as a result of this solicitation will include a base period and two option periods for a total maximum contract duration of 36 months or a maximum not-to-exceed value of $29,950,000.00, whichever comes first.  The Task Order limitations are a minimu m of $250,000.00 and a maximum of $5,000,000.00, respectively.  When awarding the contracts, the guaranteed minimums of entire contract price of 2% of the not-to-exceed capacity for the contract, or $500,000.00, whichever is less and the minimum as require d by EFARS 16.504 for the Option Period, if exercised.  The minimum guaranteed amounts may be met by award of a task order in an equivalent amount.  The work will include maintenance, repair, rehabilitation (MRR), energy conservation, environmental, logist ical, operations and minor construction at Government installations and facilities primarily within the Southern California, High Desert, and Arizona/Nevada Area offices geographic areas and boundaries of the Los Angeles District.  However, it will be made  available to other Corps of Engineers Customers in the South Pacific Division Area.  The contractor will be required to perform all aspects of the work to include surveying the problem, recommending a solution, and correction of the problem in a timely ma nner.  THIS SOLICITATION WILL BE ISSUED ON A RESTRICTIVE BASIS TO 8(A) CONTRACTORS ONLY IN REGION 9.   This acquisition will provide ample subcontracting opportunities for small businesses.  A sample project will be identified in the Request for Proposal ( RFP).  The Government intends to issue this solicitation and all amendments through use of the Internet.  No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary.  Contractors may view / download this solicitation and all amendments from the Internet after the solicitation issuance at the following Internet address: http://ebs.spl.usace.army.mil.  All Contractors are required to check the Los Angeles District Contracting Division we bsite daily to be notified of any changes to this solicitation.  All Contractors are encouraged to visit theArmys Single Face to Industry Website  at http://acquisition.army.mil/default.htm to view other business opportunities across the Army.  Contractors must be registered with the Central Contractor Registration (CCR), in order to receive a Government Contract award.  To register, the CCR Interne t is http://ccr.edi.disa.mil/ccragent/plsql/ccr.welcome.  The tentative issue date of this solicitation is on/about 9 April 2002.  Date for receipt of proposals is on/about 9 May 2002.  The NAICS Codes are 233, Building, Developing, and General Contracting  and 234, Heavy Construction.  Any prospective contractor interested in submitting a proposal on this solicitation must register to be placed on the plan holders list.  If you are not registered, the United States Government is not responsible for providin g you with notifications of any changes to the solicitation.  Contractors shall register themselves on the Internet to receive a copy of this solicitation.  The official Government point of entry for proposed contractual actions is Federal Business Opportu nities at http://www.eps.gov/.
