Description
SOLICITATION NOTICE - The USDA, Ames Modernization Branch, intends to issue a Request for Proposal (RFP) to obtain the best value construction services of a Construction Manager as Constructor (CMc), for an Indefinite Delivery Indefinite Quantity task order contract. It is expected this RFP will result in multiple contract awards. Awardees will compete against each other for task order projects as they are identified. The modernized Ames facility will consist of approximately 1,000,000 gross square feet of facilities. Facilities may include, but are not necessarily limited to, Bio-Safety Levels (BSL) 2, 3 and 3 Agriculture (3-Ag) research, biologics and diagnostic laboratories and laboratory support functions; caged animal facilities; BSL-2 and BSL-3Ag large animal housing facilities, administrative facilities including offices, auditoria and food service; campus wide site, utility and infrastructure, and central utility plants; miscellaneous animal care and location support facilities; renovation of existing administrative facilities; and demolition of existing facilities. The estimated range for construction cost for individual projects is between $15,000,000 and $190,000,000 with a possible maximum total contract value of $380,000,000. The CMc will assist the Government in managing the design and construction with an emphasis on meeting goals relating to schedule, budget, scope, and quality. The CMc provides management, technical, administrative, and quality control services to achieve these goals, as well as for providing construction of the project. The CMc is required to work with the Architect-Engineer and the Government in a cooperative team effort to develop a quality design. The A-E will prepare and update all cost estimates for the cost of construction at each stage of the Construction Documents development; the A-E is obligated to design the project to within a specified cost limitation and the CMc will review, analyze, and assess each estimate and limitation and the CMc will review, analyze, and address each estimate and shall prepare a cost estimate report for each A-E design submission. No later than the submission of the midpoint of construction document, the CMc will prepare their cost proposal for construction. The cost proposal shall not exceed the estimated cost of construction and will be used by the Government and the CMc to establish a Guaranteed Maximum Price (GMP). Source selection procedures per FAR subpart 15.3 shall be utilized. Evaluation of firms will be made on the following criteria: (1) Corporate Experience and Ability; (2) Past Performance; (3) Key Personnel; (4) Small Business-Small Disadvantaged Business Support; and (5) Price. The pre-proposal conference will be held Wednesday, April 17, 2002, at 1pm at the National Animal Disease Center (NADC), 2300 Dayton Road, Ames, Iowa 50010. The due date for proposals is May 8, 2002, at 2pm, Eastern Standard Time. Proposals shall be submitted to USDA, ARS, FD, AMB, GWCC, 5601 Sunnyside Avenue, Rm. 4-1244C, Beltsville, Maryland 20705-5145. The NAICS code description is 23332 (Old SIC code 1542), commercial and institutional building construction. This acquisition is UNRESTRICTED.
