Description

The National Institute of Standards and Technology intends to procure on a sole source basis with Prof. Ranjan Roy, Beloit, WI for expert mathematical writing, editing, and consulting services on the theory, application and computation of the special functions of applied mathematics, and on supporting or related mathematical methodology; specifically to acquire writing and editing of Chapters GA (Gamma Functions) and EF (Elementary Functions) of the Digital Library of Mathematical Functions (DLMF) which will become the standard world reference in its subject area. This is a sole source procurement as the Contractor was chosen by an exacting selection process by the DLMF project leaders, assisted by an international board of nine eminent scientists from outside NIST, and is uniquely qualified to perform the work because of (1) his unique research accomplishments in the areas of mathematics relevant to the chapters and (2) his general familiarity with the subject areas of the other DLMF chapters. These attributes are critical, the first because each chapter will cover the current state-of-the-art in its subject area in great detail, and the second because the whole DLMF will reflect the rich mathematical interconnections that exist among the subject areas of all the chapters. A fixed price Purchase Order will be issued on or about April 17, 2002 with an eight month performance period. Interested parties may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation will not be available. See Note 26.
