- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6- STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-04 effective February 18, 2002. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111, with a small business size standard of 500 employees. However, this acquisition is unrestricted and all interested parties may submit a quote. *** The National Institute of Standards and Technology (NIST) has a requirement for one (1) Environmental Cabinet.*** All interested quoters shall provide a quote for the following line item: Line Item 0001: Quantity one (1) each Environmental Cabinet. The required specifications are as follows: (a) The environmental cabinet shall be temperature and relative humidity (RH) controlled; (b) The temperature and RH shall be programmable in cycles as well as in steady state; (c) The range in temperature shall be at least -20 degrees C to 150 degrees C; (d) The precision shall be + 0.5 degrees;(e) The range in RH shall be 5 percent to 100 percent; (f) The RH shall be controlled on all or most of the temperature range. It is understood that physical limitations may exist when trying to control RH below 0 degrees C; (g) The precision on the RH control and measurement shall be + 1 percent. To achieve the above requirements, the chamber could be connected to a water supply and/or compressed air supply; (h) Filters to purify the water supply shall be easy to change by a single operator and available from a variety of sources; (i) The useable internal dimensions of the chamber shall be at least 36x24x24 inches (914610x610mm); (j) It is important that the width of the chamber be at least 36 inches (914mm); and (k) At least two (2) moveable shelves shall be included. ***** The Contractor shall state the warranty coverage provided.*** Delivery shall be FOB Destination and made within sixty (60) days after receipt of order (ARO).*** The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order, and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001.*** Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability to Meet Specifications (vendors shall address all specifications, and shall provide indication of understanding and ability to meet requirements); and (B) Price. *****The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible vendor whose quotation, conforming to this synopsis/solicitation, will offer the BEST VALUE to the Government, price and other factors considered. ******** The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. ***The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to implement Statutes or Executive Orders - Commercial Items, including subparagraphs: (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52-222-26, Equal Opportunity; (13) 52.222-35, Equal Opportunity or Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (15) 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (16) 52.222-19 Child Labor - Cooperation With Authorities And Remedies; (19) (i) 52.225-3, Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program and (ii) Alternate 1 of 52.225-3; (21) 52.225-13 Restriction on Certain Foreign Purchases and (24) 52.232-33; Payment by Electronic Funds Transfer-Central Contractor Registration.
