Description
The National Institute of Standards and Technology intends to procure on a sole source basis with Nelson Hsu, Germantown, MD for training and consultation on the investigation of sensor characterization and application to machine tool monitoring using "Transient Mechanical Wave Analysis", under the authority of FAR 13.106-1(b) Only One Source Reasonably Available. The Contractor shall design and construct various performance and fault conditions of a milling operation, and use the assembled system to assess these conditions. Specifically, 1) design and create various fault conditions of the milling operation, which shall include bearing defects and possible chipped cutting tools; 2) perform tests with an assembled real-time data acquisition system to obtain time-varying data with and without known faulty machine conditions; and, 3) perform detailed analysis using Hilbert-Huang Transform (HHT) and extract features relevant to known machine conditions. This is a sole source procurement as the Contractor has previously developed the transient mechanical wave propagation theory and test procedures; therefore, this unique knowledge is essential for reliable assessment of the milling operation. A firm fixed price Purchase Order will be issued on or about April 15, 2002 with a performance period of 10 months. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation (RFQ) will not be issued. See Note 26.
