Description
Bechtel BWXT Idaho, LLC (BBWI), P.O. Box 1625, Idaho Falls, ID 83415-3975. TREATMENT AND DISPOSAL OF INEEL MLLW, Contact Ms. Suzette M. Olson. Bechtel BWXT Idaho, LLC, a Management and Operating Contractor for the Department of Energy (DOE) at the Idaho National Engineering and Environmental Laboratory, is seeking an expression of interest from firms capable of removing and treating mixed low level waste (MLLW) via one of the following four technologies: In-Situ Vitrification (ISV), Ex-Situ Vitrification (ESV), Thermal Desorption (TD) and Direct Chemical Oxidation and Grouting (DCOG). The waste tobe treated and disposed of includes liquid and sludge contained in four tanks, and ancillary piping. The liquid and sludge carry a multitude of EPA waste codes and are contaminated with radionuclides (< 141 total curies, < 291 grams fissile, < 70 nCi/g TRU in each of the 4 tanks), heavy metals (Cd, Cr, Pb, Ag, Hg > 260 mg/kg totals), organic compounds, and polychlorinated biphenyls (PCBs) greater than 600 ppm. The radioactive component of the subject waste is classified as low-level radioactive material (8 R/hr has been estimated for 25 gals of concentrated sludge in a 55 gal drum). Services to be contracted include liquid/sludge removal and treatment (10,000 gal liquid, 2,000 gal sludge), and excavation, treatment and disposal of four underground storage tanks (three 10,000 and one 500 gal) and the ancillary piping. The treated waste must meet all regulatory and other applicable requirements, and must be in a form and package that meets disposal facility waste acceptance criteria (i.e. < 10 nCi/g TRU, < 10 ppm PCB, LDR compliant, etc.). Development of the request for proposal (RFP) and treatment of waste under the contract(s) will be contingent on availability of necessary funding. The RFP, if developed, will include detailed waste stream information. Qualified respondents must provide, in writing four (4) copies; company name, address, point of contact, phone/fax numbers, and a concise summary report that describes the proposed treatment technology, the capabilities of the respondent and a listing of all similar activities completed within the last 5 years with reference names and telephone numbers, and copies of licenses and permits held including NRC and agreement state licenses for radioactive materials, and RCRA permits. DOE related experience is preferred. This announcement to seek interest applies to technology companies as well as design/remediation companies.
