Description

The Federal Bureau of Prisons intends to procure on a sole source basis, with the University of Cincinnati, Division of Criminal Justice Faculty, 600 Dyer Hall, Cincinnati, OH 45221, for a three week staff specialty training for psychology treatment program specialists and psychology treatment coordinators from July 16, 2002 to August 16, 2002. This requirement is being processed under the authority of FAR 13.106(b) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The University of Cincinnati has the established curricula required by the Bureau of Prisons that specifically addresses the development, implementation and operation of correctional treatment programs which draws heavily from the research on what is effective in correctional treatment. In addition, the University of Cincinnati will make available, undergraduate and graduate credits for those staff that want to apply. Award will be made utilizing Simplified Acquisition Procedures. Interested business concerns may identify their interest and capability to respond to the requirement. This notice of intent to procure is not a request for competition, however, the Government will consider all responses received by the closing date of April 12, 2002. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Responses to this notice shall be emailed to ddharris@bop.gov or faxed to (202) 514-0523. No solicitation is available or will be made available. A Request for Quotation (RFQ) will not be issued. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer. See Note 26.
