Description
This is a combined synopsis/solicitation for commercial items prepared with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. DTCG23-02-R-TFD057 is being issued as a Request for Proposal (RFP). The U.S.C.G. intends to award a Definite Quantity Firm Fixed-Price Type Contract for the procurement of Waveform Digitizers. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. The NAICS code is 335999 and the small business size standard is 500 employees. Delivery F.O.B. Destination to the Loran Support Unit, Wildwood, New Jersey, 08260-3232. Description of requirement: Quantity of eighty (80) each, Waveform Digitizers. Commercial item to be provided in accordance with the following salient characteristics; Dual Channel, Input Impedance (1 Meg Ohm and 50 Ohm), Input Range (+/- 5 Volts), Sample Rate (50MS/s Single Channel/25 MS/s Dual Channel), Vertical Resolution (12 Bits Fixed), External Clock (Analog and TTL Edge at 5 MHz), External Trigger (5 MHz TTL Edge), Memory Depth (1M Samples), Software Support (Lab Windows using Windows/NT drivers). Standard commercial warranty terms and an additional 4-year extended warranty terms are to be provided with offer. This procurement is to provide an analog to digital storage device that can be installed into one of the Remote Automated Integrated Loran (RAIL) computers PCI expansion slots to capture and analyze the transmitted LORAN signals. The requirement is for Waveform Digitizers, which function as an ultra high-speed analog to digital storage devices. The waveform digitizers allow the (RAIL) computer to capture and analyze the transmitted LORAN signals. Note: The waveform digitizer must be fully compatible with the RAIL computer. The RAIL computer is the Dell PowerEdge 2500, P3, with a 933 MHz Intel processor. The RAIL computer is available for testing as government furnished property, if requested. Delivery terms: 20 units are to be delivered within 14 calendar days after receipt of award. Every 14 days thereafter 20 more units are to be delivered until the total order of 80 each is filled. FAR Provision 52.212-1 (OCT. 2000), Instructions to Offerors Commercial Items applies to this acquisition, pursuant to 52.212-2 (JAN 1999) Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability, Past Performance and Price. Technical and Past Performance, when combined, are significantly more important than Price. NOTICE TO OFFEROR SOLICITATION OMBUDSMAN PROGRAM: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them where possible, without expensive and time-consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant Contracting Officer.
