Description
The U.S. Air Force, Air Combat Command (ACC) is tasked to provide the Mission Support; Program Management; Organization and Depot Level Maintenance; Logistics Support; Contractor Force Protection; and Measurement, Analysis and Improvement (MA&I) required to successfully achieve the system Equipment Reliability (Er) coverage and data integrity required by the users of the Hemispheric Radar System (HRS). The mission of HRS is to provide air surveillance in support of United States and Allied Nations counter drug efforts throughout the United States Southern Command (USSOUTHCOM) area of responsibility and to support air sovereignty, search and rescue, and regional cooperation missions. The HRS incorporates several types of Ground Based Radar Systems (GBR) and various other United States Government and Host Nation assets to include: 1) TPS-43E radar and Satellite Earth Terminals at Iquitos, Peru; 2) TPS-70 (V) 5 radars and Satellite Earth Terminals at San Andres, Riohacha, San Jose del Guaviare, Marandua, and Tres Esquinas, Colombia, Monte Cano, and El Copey, Venezula; 3) Satellite Earth Terminals located at the Joint Southern Surveillance Reconnaissance Operations Center (JSSROC) in Key West, FL and Satellite Earth Terminals co-located with Host Nation Command Centers (HNCC) at Bogota, Colombia, Quito, Ecuador and Caracas, Venezuela; and 4) HF Tactical Digital Information Link (TADIL-A) at Tres Esquinas, Colombia and Monte Cano, Venezuela. The anticipated contract start date is 01 Oct 2003. The anticipated period of performance is six years. ACC CONS/LGCC is conducting market research in an attempt to promote full and open competition to the maximum extent practicable, and to define our requirements in performance based terms. This is not a formal Request for Proposal (RFP), and no contract will result from this synopsis. Any subsequent solicitation will be synopsized prior to its release. The NAICS for this effort is anticipated to be 513390. A determination regarding the set-aside status for this effort has not been made. Potential offerors may comment on this requirement, or recommend application and tailoring of requirement documents or alternative approaches, by contacting the ACC CONS/LGCC representatives listed below. In an effort to streamline the process of acquiring documentation, the Government intends to post copies of current contract information, draft documents associated with this proposal and questions/answers relating to the acquisition on the Federal Business Opportunities (FedBizOpps) website, www.eps.gov.
