Description
NA CORRECTION: The purpose of this amendment is to cancel Solicitation Number DACW61-02-R-0019. The USACE Marine Design Center intends to initiate a negotiated, best-value procurement to acquire a ladder dredge pump and drive system for the USACE Dredge HURLEY of the Memphis District. The acquisition will be a negotiated, best value procurement perf ormed using the procurement process prescribed in FAR Part 12 Acquisition of Commercial Items. Proposals will be reviewed for completeness in satisfying the requirement of the RFP. The proposal will be evaluated on their merit against the following evalu ation factors: (a) TECHNICAL FACTORS: product, management, and past performance and experience; (b) PRICE FACTORS; price reasonableness and price realism. The technical factors listed are in descending order of importance. The technical factors as a whol e are more important than price. However, cost remains a significant factor in determining the best value. The Request for Proposal (RFP) will be available on or about 14 February 2002. Contractors must register on the Internet and download the solicita tion package and all amendments from the following address: https://ebs.nap.usace.army.mil on or after the issue date of the solicitation. If any information changes during the advertisement period, contractors are responsible to make changes to their us er profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Proposals will be due on or about 15 March 2002 at the close of bus iness (3:00 p.m. ET). Offers are responsible for printing paper copies of the solicitation. This procurement is unrestricted. The NAICS Code is 333911 with a size standard of 500 employees. Affirmative action to insure equal employment opportunity is a pplicable to the resulting contract. No bonding is required and liquidated damages are not included in the contract. Award will be made as a whole to one offeror. No other notification to firms for this project will be made. All contractors must be reg istered in the DoD?s Central Contractor Register before award as required by DFARS 204.7300. Instructions will be included in the solicitation.
