Description

The Naval Air Warfare Center Weapons Division (NAVAIRWARCENWPNDIV) intends to procure on an other than full and open competition basis the re-instatement and yearly renewal of software maintenance from 1 January 2001 through 31 December 2002 for 26 concurrent use licenses; contractor technical services to perform an evaluation and assessment, vault migration and web customizations of the NAVAIRWARCENWPNDIV current document tracking system; reports providing work definitions and costs required to migrate data and local customizations from Workgroup Technology Corporation's (WTC) Configuration Management System (CMS) software to their most recent version, Product Center; software upgrade fees; and optional technical services to assist the NAVAIRWARCENWPNDIV in migrating data and local customizations from WTC CMS software to Product Center. CMS software maintenance updates released during the period 1 Jan 01 through 31 Dec 01are required for WTC CMS CORE (26 concurrent use licenses), WTC CMS C/C++ Toolkit (1 Lot), and WTC CMS Launch (1 Lot). CMS software maintenance is also required for the period 1 Jan 02 through 31 Dec 02 for WTC CMS Core (26 concurrent use licenses), WTC CMS Weblink (1 Lot), WTC CMS C/C++ Toolkit (1Lot), and WTC CMS Launch (1 Lot). Software upgrade fees are for WTC Product Center Core (26 concurrent use licenses), WTC Product Center Weblink (1 Lot), WTC Product Center C/C++ Toolkit (1 Lot), and WTC Product Center Launch (1 Lot). Technical services shall be conducted mainside at NAVAIRWARCENWPNDIV and delivery of software maintenance and the migration reports is FOB Destination. Delivery of software maintenance updates released during the period 1 Jan 01 through contract award is required within 14 days after contract award. For the period from contract award through 31 Dec 02, delivery of software maintenance updates is within 30 days after each update release. Required commencement of evaluation and assessment, vault migration, and web customization technical services is not later than 14 days after contract award for an estimated duration of 5 working days. The migration reports are required by the end of contractor evaluation and assessment. The Government will have the option to purchase data migration and local customization services after establishing their price and delivery schedule. Required commencement of the optional technical services to migrate data and local customizations is not later than 30 days after Government exercise of the option. The North American Industry Classification System (NAICS) code for this requirement is 511210. The small business size standard is $21 Million. This requirement is being sole sourced to Workgroup Technology Corporation, One Burlington Woods Drive, Burlington, MA 01803-4503 for compatibility with existing NAVAIRWARCENWPNDIV software. WTC software is considered proprietary and not licensed to third parties to provide maintenance or technical services. This notice of intent is not a request for competitive proposals. However, any firms believing they can provide the required maintenance and technical services may submit a written response to be received at the Contracting Office no later than 45 days after the date of publication of this notice. Written responses must clearly show your company's qualifications and ability to provide the required maintenance and technical services without compromising the quality, accuracy and reliability of NAVAIRWARCENWPNDIV data or tracking system or causing hardship to the NAVAIRWARCENWPNDIV program. All written responses must reference Solicitation Number N68936-02-R-0036 and be sent to the attention of Kay Eiband.
