Description

The Federal Election Commission intends to issue a full and open competitive solicitation for the purpose of the development of human factors standards for voting systems and human factors guidance for other aspects of the voting process. The overall objectives of this project are to 1)Develop usability and human interface standards for voting system technologies and 2)develop human factors guidance regarding other aspects of the voting process including all interactions with the voter in all media. This contract will have a twelve-month period of performance for the development of the standards with an option of an additional year (for the development of guidelines and for responding to public comments on the standards). The applicable North American Classification System (NAICS) code is 541720 and the applicable size standard is $6,000,000. At this time, no pre-proposal conference is planned for this procurement. The solicitation will be posted onto the Federal Election Commission website at http://www.fec.gov and the Federal Business Opportunities (FEDBIZOPS) website on or about April 22, 2002. Proposals for this procurement will be due on June 4, 2002. Questions concerning this solicitation should be sent to the Contracting Officer via e-mail at the following address: aford@fec.gov. All responses to offeror questions will be posted onto both the FEC website and the FEDBIZOPS website.
