Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) TO UPGRADE THE SOFTWARE AND COMPUTER CONTROL SYSTEM OF THE ZEISS MC850 COORDINATE MEASURING MACHINE. The upgrade shall consists of: This announcement outlines the purchase of both computer software and hardware items to support this goal. Software requirements: The vendor shall provide at a minimum a Windows NT? based software system that is proven and regarded as a ?off the shelf? system. The software should be capable of high-speed scanning and support a graphic oriented user interface. The software must be able to support multiple users, reverse engineering, interpret CAD files, as well as support normal coordinate measuring machine functions. The software provided shall be comparable to the Calypso Basic CNC software offered by the Carl Zeiss IMT Corporation. The vendor shall provide training on the software system for two individuals for up to four days each. In addition, the vendor must provide telephonic application support for up to one year at no additional cost. Hardware requirements A new computer workstation will be required to support the operation of the new software system. The vendor shall provide a computer with the following minimum characteristics: ? Pentium III ? 933 MHz computer ? 512 MB RAM memory ? 10 Gb hard drive ? CD-RW ROM ? LAN cable ? LAN card (2 each) ? Windows NT? Factory Load with Restore CD ? 21? SVGA color monitor ? Color printer Inspection System: In order for this task to be completed it may be necessary for the vendor to provide NASA with a reconditioned Zeiss MC 850. In this event, the machine supplied to NASA in exchange for their Zeiss MC 850 must be considered to be factory-reconditioned new. The vendor must provide following support/items for the replacement inspection system ? Installation supervision ? Passive vibration isolation system ? Microprocessor control ? Operator panel ? Reference probe ? Calibration sphere ? Zeiss ST Dynamic Probe head w/ semi-automatic probe kit ? Acceptance documents and manuals ? 12 month warranty on all components This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Cartl Zeiss IMT Corporation, per FAR 13.106. Carl Zeiss IMT is the original equipment manufacturer of NASA/SOMTC coordinate measuring machine and is the only company that offers the user interface and control system upgrade required for this machine. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than COB April 16, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
