Description
THIS DESCRIPTION CONSTITUTES REVISION 01 TO MISSILE DEFENSE AGENCY ANNOUNCEMENT HQ0006-02-09. The Missile Defense Agency (MDA) is seeking GSA schedule contract sources under NAICS 561612 as small business firms to compete under GSA Federal Supply Schedule procedures for services in support of Security Operations and Access Control at its Headquarters in Arlington Virginia. This requirement expands upon services currently provided by HQ0006-95-C-0010 and incorporates enhanced security operations. ALL CONTRACT EMPLOYEES SHALL OBTAIN AND MAINTAIN CURRENT COMMONWEALTH OF VIRGINIA, DEPARTMENT OF CRIMINAL JUSTICE SERVICES (DCJS), PRIVATE SECURITY SERVICES CERTIFICATION AS UNARMED SECURITY OFFICERS AND, AS APPROPRIATE, ELECTRONIC SECURITY EMPLOYEES. CONTRACTOR EMPLOYEES SHALL BE ACCREDITED AND BADGED TO INDICATE THEY ARE SECURITY OFFICERS IN COMPLIANCE WITH CODE OF VIRGINIA LAWS RELATING TO THE REGULATION OF PRIVATE SECURITY SERVICES. The security services required include: (a) Operating a Security Operations Center to include: duty communications controller; security clearance administration; facility physical security and limited force protection; after-hours information security inspections; emergency assessment; employee and tenant badging; foreign visit administration; security training/briefings; liaison with other activities and functional elements during fire or other emergencies such as Defense Protective Service (DPS), WHS Building Management, the Emergency Action Center (EAC) and the SC Counterintelligence Division (SCC); EAC back-up; Continuity of Operations (COOP) implementation; office/equipment operations; (b) performing access control functions including: process visit requests; process and escort visitors; control electronic media and classified materials; maintain records; and operate self-propelled vehicles; and, (c) other security functions including: support actions; conference/meeting/test/special event support; security surveillance and special requirements; contract management; and security of MDA spaces and information systems. Potential offerors should have a working knowledge of Advanced MultiMax Access from Group 4 (AMAG) (DPS developed and used to generate DoD/MDA badges, also internal MDA for facility entry controls), Integrated Access Control Systems (IACS) (MDA in house developed Oracle based system used for visitor badges, clearance data, facility visit requests (VAR), IMPROMPTU (used with IACS to generate ad hoc reports), and PARADOX (conference databases and reports not supported in IACS). The estimated number of contractor full time equivalents (FTE) is estimated to be between 50 and 65. All contractor positions will work in the MDA facilities and will require at least Secret security clearances. At a minimum 75% must have clearances at contract award date and 100% by contract start date (30 days after award date). MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. Interested small business GSA schedule holders deemed most qualified to compete for the work will be sent a Draft Request for Quotation package. Concurrently, a notice that the draft Request for Quotation has been issued will be posted on the MDA BARBB at http://www.acq.osd.mil/bmdo/barbb. The names and number of firms receiving the RFQ will not be released. The letter forwarding the draft RFQ will invite the receiving firms to submit questions, participate in a walk through of the facility and attend group briefings on the requirement and contractual process. Each firm will be then be provided an opportunity for one-on-one discussions with the Government before the release of the final RFQ. The release of draft RFQ is targeted for 24 April 2002 with offers due on 30 May 2002 and notice of award on 30 June 2002. The resultant order will consist of a firm fixed price support services contract line item and a time and material surge support line item for in-scope performance requirements above the level of effort authorized under the contract at its steady state. The term of the order with options is anticipated to be at least 5 years. GSA schedule contractors who qualify under the North American Industrial Classification System (NAICS) 561612 ?SECURITY GUARDS AND PATROL SERVICES? as small business firms are invited to submit to the contracting office as early as possible, but not later than 15 April 2002, evidence in 5 pages or less, of their capability to perform. Firms desiring to be considered for issuance of a solicitation for this requirement need to address: (a) all functional requirements in this announcement; (b) knowledge of the security and operating systems identified above; (c) ability to meet the security clearance requirement and (d) relevant past/current experience as a prime contractor supporting federal government agencies. Submissions must include the name and email address of a point of contact, the applicable GSA Schedule number, NAIC codes for which eligible and current size. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule and separately identify the experience and qualifications by firm.
