Description
The General Services Administration (GSA), National Capital Region (NCR), Washington D.C. announces an opportunity for Design Excellence in public architecture. The GSA is seeking Architectural-Engineering (A/E) Services for the Concept (35%) Design of a full renovation of the GSA Regional Office Building (ROB) to a modern office building in accordance with GSA quality standards and requirements. The GSA Regional Office Building is located at the intersection of 7th and D Streets, SW, Wash., DC. Constructed as a warehouse between 1930 and 1935, it was converted to office use in the 1950s. Built out of reinforced concrete, the structure occupies a full city block with seven floors and a basement. It currently houses 2,352 employees and has approximately 77,377 gross square meters, including 88 inside parking spaces and 77 outside parking spaces. The project is not a historic renovation, however, the murals located on the walls of the 7th Street Lobby are considered historically significant. The complete renovation is scheduled to commence in December 2004. Estimated Construction Cost range is between $100 million and $110 million. The facility will be designed in metric units. The concept (35%) design will include, but may not be limited to, office space, storage, health facility, food service, conference and training facilities, light industrial, fiber optic cable network distribution to desktops, state-of-the-art data and telephone communication systems, flexible/reconfigurable spaces, dedicated computer circuits and stabilized power with distribution units, uninterruptible power system with standby generators, switchgear, all new underground utilities (electrical, water, sewage), building automation systems, and the standard architectural, civil, structural, mechanical, fire/life safety, plumbing, HVAC, electrical, vertical transportation, and compliance with the Americans with Disabilities Act (ADA). The GSA is anticipating using a Bridging Method, where the concept (35%) design service is completed by an A/E under this solicitation, and then the Design/Build services are completed under a separate RFP solicitation. The A/E services required under this solicitation will include a Program Development Study, Site Studies, Pre-Design, Design (up to concepts, 35%), and construction related oversight services during the Design/Build phase of the project. For this solicitation, A/E design services will require, but are not limited to preparation of drawings in metric, specifications, cost estimates, schedules, renderings, mock-ups, complete graphics, color/material selections and presentations, detailed design investigations, constructability review, systems design and calculations, life cycle costing, value engineering, site design, programming, space planning, construction documents, and other similar services as determined to be required. The renovated building will comply with GSA design standards for public facilities (PBS-P100), Government secured facilities, sustainable design requirements, environmental, energy conservation, ADA, etc. The following optional services may also be negotiated: Design/Build phase construction services, submittal and shop drawing reviews, partnering, commissioning and other similar services. The scope of A/E Services, under this proposed Contract, will require at a minimum: metric construction drawings, specifications, cost estimates, value engineering services, and computer-aided design and drafting (CADD). The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit portfolios of accomplishment that establish the design capabilities of the A/E Firm and its Lead Designers. All documentation will be in an 8 1/2? x 11? format. The portfolio should include the following: a cover letter referencing the Federal Business Opportunities (FedBizOpps) announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; and a modified Standard Form 254 (Architect-Engineer and Related Services Questionnaire) and Standard Form 255 (Architect-Engineer and Related Services Questionnaire for Specific Project). Identification of consultants is not required at this stage. STAGE 1: the first stage will establish the experience and capabilities of the A/E Design firm, and its lead designers. This is a Request For Qualifications (RFQ) of A/E Firms/ Lead Designers interested in contracting for this work. The A/E firm as used in this RFQ is an association, joint venture partnership or other entity that will have contractual responsibility for the project design. The Lead Designers are the individuals or design studio who will have the primary responsibility to conceive the design of the architecture and systems engineering. The A/E firm must address the contractual relationship with the Lead Designers and its ability to manage the design and production of Bridging/Concept Documents. In assembling the project team, the A/E firms are advised that at least 35% of the level of contract effort must be performed in the National Capital Region (The boundaries of the GSA NCR consists of the District of Columbia, Montgomery and Prince Georges Counties in Maryland; Arlington, Fairfax, Prince William and Loudoun Co. in Virginia; and the Cities of Alexandria, Falls Church, and Fairfax in Virginia). In Stage I, interested firms will submit three (3) copies of 8 ?? x 11? portfolios of accomplishment that establish the design capabilities of the A/E Firm and its Lead Designer. Each firm will be reviewed and evaluated during this stage using the following CRITERIA: (1) Past Performance on Design (35%): The A/E design firm shall submit graphics (maximum three pages per project) of not more than five renovation designs CONSTRUCTED in the last ten years. At least two projects shall demonstrate state-of-the-art building control systems, environmental, electrical, and mechanical engineering accomplishments. The narrative (maximum of two pages per project) shall address the design approach with salient features for each project and discuss how the client?s program, functional, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Provide a client reference contact for each project, including name, title, address, phone, and fax numbers. A portion of one page presented for each project must include a representative floor plan and either a site plan or a building section. (2) Philosophy and Design Intent (Architectural/Mechanical/Electrical) (25%): In the Lead Designers? own words, state his/her overall design philosophy and approach to the challenge of resolving design issues, and parameters that apply specifically to the modernization of a building with the focus on the unique aspects of installing state-of-the-art systems in an existing facility. (3) Lead Designers (Architectural/Mechanical/Electrical) Profile (15%): Submit a biographical sketch (maximum of three pages) including education, professional experience, recognition for design efforts inclusive of examples. Identify and describe areas of responsibility and commitment to each project. (4) Lead Designers (Architectural/Mechanical/Electrical) Portfolio (25%): Submit a portfolio representative of the Lead Designers? ability to provide design excellence. Submit graphics (maximum of three pages per project) and a typewritten description (maximum of one page per project) of up to three renovation designs constructed in the last ten years. The narrative shall address the design philosophy with salient features for each project and discuss how the client?s program, functional, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Where there is duplication with criteria (1), the Lead Designers will address his/her participation in the project. An A/E Evaluation Board consisting of GSA professionals and a private-sector peer, will evaluate the submissions. The Board will establish a short-list of three to six firms. STAGE II: The short-listed firms will be notified and asked to submit more detailed information indicating each member of the design team, including all outside consultants. In this stage, the entire project team, including the ?A/E Design Firms? selected in STAGE I, the designated lead designers, and all the consultants who will work on the project will be evaluated. The firms will be required to complete Standard Forms 254 and 255 that reflect the entire design team. The Government will establish the detailed evaluation criteria and the date these submittals are due and provide the selection criteria for the interviews along with the Stage I short-list announcement. Sufficient time will be provided for the A/E Design Firm/Lead Designers to establish its team. The panel will interview each team. Candidates should be prepared to discuss all aspects of the criteria indicated above and to demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the unique aspects of the project, design philosophy, possible approaches in carrying out the project, and project management. The Stage II evaluations will culminate with an interview with the A/E Evaluation Board. Stage II rankings will be used in conjunction with Stage I rankings to determine the final selection. For Stage I Submittals: Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting a SF-254 (for the ?A/E Design Firm?), which must be dated not more than twelve (12) months before the date of this synopsis, and a SF-255 (for the ?A/E Design Firm?) along with letter of interest TO: General Services Administration, 7th and D Streets, SW, BID ROOM 1065 (WPYB), Washington, DC 20407, by 3:00 PM local time on May 2, 2002. The following information MUST be on the outside of the sealed envelope 1) Solicitation Number/Title, 2) Due Date, 3) Closing Time. Late responses are subject to F.A.R. Provision 52.214-7. In Block 8 of the SF-254 specify only current W-2 payroll (non-contract) personnel of each firm. In Block 10 of the SF-255, the A/E Design Firm MUST respond to the FOUR (4) EVALUATION CRITERIA stated in the Federal Business Opportunities (FedBizOpps) announcement for this STAGE I Solicitation. In Block 11 of the SF-255, the A/E Design Firm MUST sign, name, title and date the submittal. A pre-solicitation conference will be held on April 25, 2002, at 10:00 AM in the GSA, NCR, ROB Auditorium, 7th & D Sts., SW, Wash., DC. All interested firms are encouraged to attend. This procurement is being made under the Small Business Competitiveness Demonstration Program (F.A.R. Subpart 19.10). This procurement is open to small and large business concerns. Small, Small Disadvantaged, HUBZone Small, Veteran-Owned Small, and Women-Owned Small Business firms are strongly encouraged to participate as prime contractors or as members of joint ventures with other small businesses. Before award of the contract, the A/E (if not a small business of $4,000,000 gross average over three years) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507. The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, small disadvantaged, HUBZone small, veteran-owned small and women-owned small business concerns to participate in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small Business Subcontracting Plan, to reflect this commitment. Consequently, an offeror, other than a small business concern, before being awarded a contract exceeding $500,000 ($1,000,000 for construction) will be required to demonstrate that its subcontracting plan represents a creative and innovative program for involving small, small disadvantaged, HUBZone small, veteran-owned small and women-owned small business concerns as subcontractors in the performance of this contract. All interested large business firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent with small and disadvantaged firms as part of their ORIGINAL SUBMITTED TEAMS. The design firm and subcontractors awarded the General Service Administration, Regional Office Building Renovation (Bridging) Design Contract, under this solicitation number GS11P02MKC0019, will not be eligible for the General Service Administration, Regional Office Building Renovation Design/Build contract, to be procured under separate solicitation. This contract is being procured under the Brooks Act and F.A.R. 36. This is not a Request for Proposal.
