Description
NOAA's National Marine Mammal Laboratory (NMML) has a requirement for a vessel charter to provide transport and support for six fisheries biologists to conduct photo-identification studies of killer whales in coastal waters (to approximately 30 nm offshore) from approximately Seward, Alaska along the south side of the Alaska Peninsula to the central Aleutians Islands. The term of the vessel charter will be for approximately 43 days starting the first or second week of July 2002, and will begin in Kodiak or Dutch Harbor, Alaska, and end in either Kodiak or Dutch Harbor, Alaska. The charter contract will include options, to be exercised at the Government's sole discretion, to charter the vessel again for two additional years. The vessel must be a minimum overall length of 100 feet long with a maximum draft of 15 feet; must have a minimum cruising speed of 10 knots; must have a bridge height above the water line of at least 15 feet; and must be staffed with minimum crew of captain, engineer-mate, cook-mate, and deck hand/fisherman. Government's scientific party will consist of six researchers including both men and women. A Request for Proposals providing detailed technical and performance specifications and proposal instructions will be issued on or about April 18, 2002. The proposed contract is 100% set aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. See Numbered Note 1.
