Description
It is the intent of the National Library of Medicine (NLM) to procure services on a sole source basis from Texas Tech University, Lubbock, Texas. NLM requires the professional services of an expert in image processing to support ongoing research into the extraction of significant biomedical information from the NHANES II digitized x-ray images, by developing a state-of-the-art image compression technique based on the wavelet transform and an optimized quantization approach combining the strongest characteristics of vector quantization and scalar quantization, customized for the NHANES II digitized x-ray images. Texas Tech University is uniquely qualified for this work because of the expertise and experience of the principal investigator (Dr. Mitra) in the specific area of Hybrid Multi-scale Vector Quantization (HMVQ), a wavelet-based technique, for compression/decompression of digitized spine x-rays, combined with her extensive educational background, 17 years of research experience in advanced image processing, including 10 years experience in wavelet compression using vector and scalar quantization, numerous technical publications in the field of advanced image processing, and the support of the facilities and staff of the Texas Tech Computer Vision and Image Analysis Laboratory. Dr. Sunanda Mitra is Professor of Electrical Engineering at Texas Tech University, and is also an Adjunct Professor at the Departments of Radiology and Neurology at the Texas Tech University Health Sciences Center. Dr. Mitra is the director of the Computer Vision and Image Analysis Laboratory (CVIAL), which she founded in 1988 in the Department of Electrical Engineering at Texas Tech University. The proposed acquisition will be procured under FAR Part 12 - Acquisition of Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the referenced services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
