- PURPOSE OF ANNOUNCEMENT: In accordance with the Federal Aviation Administration Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's decision to contract with a selected source via single source procedures. <P> The FAA William J. Hughes Technical Center intends to enter into a single source contract with ASQ, Inc. for the acquisition of support services necessary to resolve software, hardware, and database operational problems, and develop software/hardware modifications to accommodate new requirements for the National Airspace Data Interchange Network message switching system (NADIN1), and the packet switching network (NADIN2). ASQ, Inc. possesses the unique knowledge and necessary expertise to support operational field support, software/hardware corrections and maintenance, system enhancement development, test and integration for NADIN. Also, ASQ, Inc. has been involved with the NADIN1 message switching system software development since the system went on-line in 1986. ASQ, Inc. has supported the operational system, and implemented a number of major enhancements. Additionally, the learning curve for any other vendor besides ASQ, Inc. to gain the necessary expertise and knowl! edge for the NADIN system would not be cost effective or time sufficient and would jeopardize critical program milestones. <P> Therefore, a competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate the information accordingly.
