Description
The Contractor shall provide high quality Information Technology (IT)/Communications-Computer Systems (CCS) support for the Minneapolis-St Paul Air Reserve Station, Minneapolis, Minnesota. Required services are in the following categories: Administrative support, Customer Service Help Desk, Computer Network Operations, Base Telephone Support, Communications Infrastructure (Cabling) Support, Communications Security (COMSEC) Accounting, Joint Computer-Aided Acquisition and Logistics Support (JCALS) Administration and Radio Maintenance/Spectrum Management. Services include: Receive customer trouble calls and outages for telephone, computer, and communications problems, provide guidance to customers, and/or dispatch technicians to repair or restore service. Provide operation, administration, performance monitoring, backup and recovery, performance tuning, system maintenance and troubleshooting of the wide and local area network on UNIX and Windows NT/2000 platforms. Maintain classified and unclassified network systems. Maintain electronic mail systems. Provide support/repair service for small computer hardware, software, and operating systems. Train customers on core software suites in formal and informal training environments. Provide telephone switchboard services; publish a base telephone directory annually. Install, relocate, remove and maintain telephone equipment. Maintain, install, program, and repair communications service delivery points, high capacity digital circuits and equipment. Maintain one digital telephone switching system and two remote terminal nodes. Provide above ground cable and system component maintenance and installation. Operate the COMSEC Account according to special security instructions. Manage the use of a small disintegrator facility. Manage and operate the Joint Computer-Aided Acquisition and Logistics Support System (JCALS), a UNIX based worldwide enterprise computer/client system. Perform management duties related to the secure telephone units assigned to the installation. Install, repair, and conduct routine maintenance on HF, VHF, and UHF military radios, and PA systems. Manage all documentation for antenna and support systems, and frequency authorizations. Prepare and ship equipment to authorized repair centers. Manage, configure and control personal wireless communications equipment. The period of performance will be one basic year with four option years. Government furnished facilities and equipment will be provided. The Contracting Officer intends to use DFARS Part 212 acquisition procedures and FAR Part 12 provisions and clauses. This requirement is being issued as a Small Business Set-Aside to contractors qualified to perform under the North American Industry Classification System (NAICS) Code 541513. The corresponding size standard is $21.0 Million. The Contractor must be able to obtain a Top Secret Facility Clearance and be registered in the Central Contractor Registration (CCR) database in order to be eligible to receive contract award. The government anticipates issuing Solicitation F21611-02-R-0002 with its attachments and exhibits and posting it to the FedBizOpps website at http://www.fedbizopps.gov/ o/a 22 April 2002 with proposals due o/a 21 May 2002. No telephone requests will be considered. Subsequent amendments, if any, will only be issued via the referenced web site.
