Description
NA The US Army Communications-Electronics Command (CECOM) Acquisition Center Washington is seeking sources for an improved Minefield Marking System consisting of signs, pickets and fencing for use in humanitarian demining operations worldwide on behalf of the CECOM, Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining Office. This announcement is a supplemental Sources Sought. A Sources Sought was previously issued on 18 December 2001 but no acceptable sources were found. The objec tive of this program is to design, test, evaluate and implement a Minefield Marking System for use by the international demining community, as well as interested military forces. The system will be utilized to initially mark suspected mined areas during t he conduct of a mine action assessment, and will also be comprised of components to mark the area after clearance operations have been completed and verified. The Minefield Marking System shall be low cost, adaptable to a wide variety of mine-afflicted co untries, and constructed of weather-resistant material. In addition, the marking system shall be constructed of materials that are unattractive to pilferage and require low maintenance. The system shall conform to existing UN (http://www.mineactionstanda rds.org), as well as other recognized international standards. The work shall be accomplished with the following actions: 1) Evaluation of existing minefield marking systems and techniques; 2) Design development; 3) Evaluation of the new system design to ensure acceptance by as many cultural populations as possible; 4) Fabrication of components for field testing; 5) Testing of prototype designs in mine-afflicted countries; 6) Design changes based on feedback from field testing; 7) System fabrication; 8) F inal field testing of the modified system; and, 9) Documentation and drawing development. All responses will be reviewed; however, the contractor shall be responsible for any costs associated with preparing a response. The response should be no longer than five pages and must include information supporting claims that the contractor can satisfy the requirements. All capability claims must be supported. This support should include demonstrations or tests at sites not controlled by the contractor and witnessed by independent personnel. Responses are to be received via e-mail within 45 calendar da ys from the date of this notice and shall be submitted via electronic email to Ms. Patricia Davis, Contracting Officer, at pat.davis@cacw.army.mil. The Subject Field of all responses should specify: Response to Minefield Market System Sources Sought. Qu estions relating to this Sources Sought announcement may also be forward to the above email address. This announcement will also be posted at the Interagency Business Opportunity Page (IBOP), https://abop.monmouth.army.mil/. It is not expected that addit ional information will be posted however, if additional information is made available it will only be posted at the (IBOP). It is suggested that interested vendors register at the IBOP and join the solicitation specific mailing list.
