Description
NA This is a combined Synopsis/solicitation for commercial items prepared in accordance with the format included in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; qu otes are being requested no written solicitation will be issued. The combined Synopsis/Request for Proposal (RFP) number is DAAE07-02-R-L518. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitio n Circular 90-46, dated 17 Mar 1997. The associated North American Industrial Code System (NAICS) code is 541380, with a size standard of $6.0M. The U.S. Army TACOM requirement is to Specification: Test Cell Data Acquisition and Control for Bldg 212 Test Cell 1, at U.S. Army TACOM, Warren, MI 48397-5000. General: These specifications describe a system for controlling an engine test. The objective is to completely control measurements, calculations, displays, printouts/reports, data logs, mode sequences, alarms, emergency actions and safeties. This system shall be PC based and operate on a Windows based environment. The system must be user friendly. The test events and parameters must be user definable. The system must include digital controls to control the existing General Electric Tandem (DC and Electric/Eddy current 1400 hp combined) Dynamometers and engine throttle. The system must have a gravimetric fuel weigh system designed for diesel engine application, then it must be capable of operating continuously at 130 degree F. Input / Output Characteristics: 128 - Analog Input Channels - These modules shall be capable of configurations such as thermocouples (Any Type), voltage (+/- 10V), current 4 - 20 ma and bridge balance. 4 - Frequency Input Channels 48 - Digital Input and /or Output channels 8 - Analog Output channels, +/- 10V Channel inputs should be fully differential and electrically isolated. All inputs and outputs shall be software definable in terms of variable name, physical channel address, linearization function, decimal point location, limit/alarm action. Data logging, data display and data transmission must have real time (sample rate greater than 100HZ). Must have test start /restart capability. Must have test post mortem data collection. Must have calibration history and data management. Commissioning and Acceptance Test will be either one loop of a 400 hour NATO Cycle or one loop of a Mission Profile Test, data gathering, data management, safety loop protocol and post mortem ability upon acceptance. Dynamometer Mode Controls: Speed, Load or Current. Throttle Control: Load, Speed or Position. All modes should be automatically or manually selectable during test. The system should be capable of setting open loop setpoints to dynamometer controllers or performing closed loop supervisory operations. The dynamometer controls and warning loops must be able to operate manually and independent of the data acquisition system. All equipment except for the PC shall be 19 inch rack mountable.
