Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: LEO Control and Simulation System (LCASS) phase V. The Contractor is to troubleshoot and modify software that has been modified under previous contracts. The primary goal is for the contractor to: 1) Implement a new commercial GUI front-end, 2) Add extensive telemetry and system data logging,graphing, playback and single-step capability, 3) Simplify system startup procedures, 4) Implement warning and alarm limit testing with audible alarms for out of limit conditions and 5) Implement a System Monitor function on the Leo Simulation System host computer. This requirement is sole sourced to Octant Technologies, 158 Commercial St, Sunnyvale, CA 94086 for compatibility. Any firms believing that they can provide this service may submit a written response to be received at the Contracting Officer no later than 5 days after the date of publication of this notice, clearly showing it's ability to provide this service and clearly showing it's ability to do so without compromising the quality, accuracy, and reliability of the date or without causing programmatic hardship to the program.
