- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for the transfer of contract responsibility of International Space Station (ISS) Payload (P/L) Mission Support to Johnson Space Center (JSC). This includes: 1. P/L Integration--managing the process and negotiating P/L agreements with the ISS EXPRESS Rack and Pallet; 2. P/L Engineering--including developing and maintaining interface and verification requirements, and performing safety assessments; 3. P/L Software Integration and Flight Software Production--including development and interface requirements and software interface control documents (ICDs), and managing the avionics flight configuration tables; 4. P/L Support Systems--including sustaining engineering for all payload racks and conducting MIL-STD 1553B bus testing to ensure compatibility; 5. P/L Operations and Integration--including all P/L's for all partners for all ISS Elements. 6. P/L Facility Sustaining Engineering and Logistics Support--including providing hardware sustaining engineering and logistics spares, repairs, and maintenance. NASA/JSC intends to purchase the items from Boeing Space and Communcations Group under authority of Far Part 6, Noncompetitive, 10 U.S.C 2304(c)(1) or 41 U.S.C. 253(c)(1), Only One Responsible Source. Use of this contract strategy facilitates the implementation of a Non-Governmental Office (NGO) for ISS utilization. The ISS contract strategy is to consolidate the payload functions into a Payload Mission Contract that could serve as a prototype for concepts to be implemented in a follow-on competitive NGO contract for ISS utilization. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. All responsible sources may submit a proposal which shall be considered by the agency.
