Description
NASA/GSFC plans to issue a draft Request for Proposal (RFP)5-12588/272 for the follow-on effort to the requirements currently being performed under NAS5-99084 and NAS5-99085, for the support to the Laboratory for Terrestrial Physics. This requirement will support the Laboratory for Terrestrial Physics in the areas of (but not limited to): mission planning, requirements analysis; systems definition; evaluation of existing systems; development of new software; programming; algorithm development; and acquiring, processing, and analyzing scientific data. This effort will support satellite remote sensing, field and aircraft instruments to measure Earth, oceanic, biospheric and atmospheric processes. This procurement will also include scientific and engineering support for the design, development, and testing of remote sensors and sensor systems. This competitive procurement will be 100% set-aside for small businesses only. See Note 1. The NAICS Code and Size Standard is 541710 and 500 employees, respectively. A Cost-Plus-Award-Fee (CPAF) contract will be issued with an anticipated start in November 2001. A five year basic contract is contemplated for this effort. The anticipated release date of the draft RFP5-12588/272 is on or about April 9, 2001. Interested parties will be given two weeks to provide comments. Comments on the Draft RFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. Any subsequent RFP will be synopsized prior to its release. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), the Government does not intend to award a contract on the basis of the Draft RFP, or to otherwise pay for the information solicited. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The DPAS rating for this procurement is DO-C9. Any documents related to this procurement will be made available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
