- Code 920 Questions and Responses Question: What schedule are you on -- if different from the schedule mentioned in the synopsis? Response: The schedule has not changed since the synopsis that was posted on July 5, 2000. The original synopsis was inadvertently deleted. The original synopsis was reposted on October 3, 2000. Question: Will this still be a "total small business set-aside" with the SIC Code and size standard as stated -- if so, do I understand that correctly as not being an 8(a) set-aside)? Response: We anticipate that this procurement will be a total small business set-aside. The SIC Code and Size Standard are expected to be 8731 and 500 employees, respectively. This procurement is not planned to be an 8(a) set-aside. Question: Who is the principal technical contact? Response: You may contact Dr. Tom Brakke at 301-614-6672 or Mr. Locke Stuart at 301-614-6011 for general technical information. Question: Who is the incumbent on this contract? Response: There are two contractors providing the Code 920 support services. The contracts and contractors are: NAS5-99084 with Research and Data Systems Corporation and NAS5-99085 with Science Systems and Applications, Incorporated. Question: What is the average length of stay for incumbent employees? Response: Seventy-Four (74%) percent of the employees working on the contract in December 1999 are still on the contract 1 year later (December 2000). Question: What is the distribution of incumbent personnel by specialty? Response: This information can be accessed in the Earth Sciences Procurement Library once it is completed, which will be prior to the draft RFP release date. We will post a notice on the NAIS and CDB web sites announcing the opening of the Library when the Library is actually opened. We anticipate opening the Library in February 2001. Question: How long have the incumbent contractors been performing on this contract? Response: The incumbents have been serving Code 920 since the Laboratory's inception in 1990. The incumbent contractors have been performing on these 2 multiple-award contracts (NAS5-99084 and -99085) since they were awarded in 1998. Question: Will you make a library available at time of release of Draft RFP? Response: The Earth Sciences Procurement Library will be made available to all interested parties prior to the draft RFP release date. Question: What is the approximate value of the contract? Response: NAS5-99084 and NAS5-99085 both have a combined ceiling price of $43 million. Question: What is the equivalent level of effort (FTEs) or total man-years for the support? Response: This information can be accessed in the Earth Sciences Procurement Library once it is completed, which will be prior to the draft RFP release date. Question: What level of importance is attached to Past Performance? Response: Once the draft RFP is released, it will identify the level of importance of all evaluation factors, including the Past Performance factor. Question: What is the contract period of performance? Response: NASA expects to make contract award in FY02 (approximately December 2001). The resultant contract will have a 5-year period of performance. Question: Is teaming acceptable? Small with small, or small with large business? Response: Teaming will be evaluated in accordance with the evaluation factors included in the solicitation. The acceptability, or unacceptability, of proposed teaming would be evaluated by the Government consistent with those factors. Question: What level of security clearance is required for employees? Response: The contract is unclassified. The proposed contract, which will be included in the draft RFP, will include the Security Requirements for Unclassified Technology Information Resources, NFS 1852.204-76.
